Indeed. But the original incarnation of saim hann and ravenwing were either full of vypers or incredibly small with little in the way of options. With the new Eldar codex bikes were neither as expensive or crippled by the lack of heavy support - their use became viable across the board, not just in specific circumstances. The same goes for Elven infantry: before now people maxed out on cavalry with High Elves and just looked wistfully at the infantry, now there's a genuine reason to take it over cavalry.
