Well, lots of loaded questions there. *cracks knuckles and takes a deep breath*

As far as getting used to the rules, we ALL have trouble with the finer points. That's normal. You should start playing with people who are patient and willing to help you. Do that, and you'll figure the rules out. Not too hard once you've done a game or two.

Eldar vs. Space Marines, eh? Well, the way I look at 'em, it's like this:

In most armies, you have units that are good at one thing, but not another. For example, in most armies you're likely to have one little squad of soldiers who are good at shooting, but get crushed in close combat, while another unit can't hit the broad side of a barn door, but will tear anything it gets its hands on to ribbons.

Welcome to the Eldar. While I don't play them, I know they are a race based on units that are each only good at doing one thing well. The challenge is making sure your force has units with skills and abilities to complement each other, so they can back each other up on the battlefield.

Now, the marines are similar, except you'll find when building your army that the marine units are much more flexible, meaning you can make a unit into a close-combat machine, or instead make that exact same unit a good run-and-gun crew.

But the best advice will come from the sub-forums. I highly recommend you introduce yourself in the Space Marine and Eldar sub-forums and ask the same questions there. You'll get much more focused advice.

As for models, same advice. Ask in the sub-forums, or read posts already there asking similar questions. As for tools, you'll need brushes, a good hobby knife, and superglue to start. Later, if you get brave with conversions, buy a pin vise (mini handheld drill), saws, and maybe some modeling putty (or "green stuff" as it is known here).
