If you really don't feel like painting any more eldar for a while, then i don't think dark ELDAR would be wise. Their playing styales are quite different, but basically the same. Going orky would be about as different as you could go, as far as painting, models and style go. Why SHOULDN'T he be allowed to play DE??? The more DE, the better.
DE are completely different from Eldar. Especially Ulthwe. No more psykers, and the units are completely different in their uses.
DE have sniper squads; Eldar don't. DE have Wyches, which eat banshees for breakfast. DE have Incubi, which slaughter Scorpions.
DE are essentially Eldar, with a HUGE advantage in CC. DE also don't have psychic powers, are faster, and have less armor. (unless in CC).
