Chaos: With The Upgrades
Loyalists: With The Better Firepower
I’m thinking of creating an army of heavy robots and terminators would be perfect given the tank like stats and weapons and having up to 30 of them would be very nice.
Chaos have the upgrades like toughness 5 or 4+ invulnerable save but lack the firepower. (that i can convert anyway like combi weapons)
Loyalists have the powerful weapons like the Assault Cannon and Cyclone Missile Launcher, plus are armed with storm bolters instead of combi-bolters.
So which one is the more effective?
Do not forget that Chaos Terminators come with Power Weapons instead of Power Fists so that in an all out brawl against the two factions, they'd get to strike before the Loyalists.
I say Chaos Terminators, simply more options available to them. Also in regards to Loyalist terminators having better firepower, new SM rules look like they will limit the heavy weapons to one per squad. (see the dark angel and blood angel codicies, they only allow one per squad, we can accurately assume that this will be the standard for the new generic SM codex)

Intresting quistion, but since I was thinking that I was hoping the new SM codex will give the loyalist termeis the same sort of options as Chaos I'll vote for them. In CC though if both had 2 attacks and were in squads of 5 the chaso would kill 2.5, then the loyalists with 7.5 attacks would hit 3.75 then kill 3.125 (I hope thats wright) so the loyalist are better but are more expensive. Which is why I'd perfer chaos, they option to deep strike and unleah plasma death so cheaply is a game winnig combo,

I would say Chaos Termies. I actually had a game where my chaos termies ended up in CC with my opponents termies. My termies, armed with power fists and mark of tzeentch, killed all 5 of my opponents, and I still had 3 of mine left.
As for the options available to both, I also go for chaos termies, as their default weapon includes a power weapon (which is not available to loyalist termies), and that allows them to strike at their full initiative.
Overall, IMO, chaos termies are better. 8Y

Anyone who says regular Termies have more firepower than Chaotic ones hasn't been on either end of five combi-plasmas. I've been on the dealing end, my opponents on the recieving... let's just say I don't care if my opponent takes an assault cannon or two.
For sheer customizability, Chaos take the cake on this one.
I'm voting for chaos because of the sheer customisability (spl?), and they can be changed to suit just about any role.

Also, even though it's harsh to say:
Please ignore posts when people compare Chaos and Loyalist terminators by having them battle against each other.
Remember, the OP wants general robots. He's no interested in how Terminators perform against eachother, but against stuff in general.
If you really must compare, then pick several different units (20 gaunts, 10 Marines, 1 carnifex etc), and then go maths crazy.
But even then... close combat wise, Chaos can out match Loyalists. Even with storm shields, IoK is much better against a larger variety of opponents.
Chaos it is.
