Here is the big question:
What is the maximum amount of models you can get for 1500 points using a single organisation chart (1 HQ and two Troops choices are a must).
I once calculated that a IG could get up to 297 models (that was before the current codex) but maybe orcs or tyranids can get more.

but if you pack an army full of nothing but gaunts (let's talk cheesey) it would be dangerous....
But orks win this battle....an army of nothing but grotz!!!!wich is about 500 grots in a 1500pts army....wow....that ALOT (didn't post exact number due to the reason that somebody might figure out what a standard snotling cost, ergo: breaking the copyright rules.)
It's too easy to take the lowest cost model and do some math. But your only allowed six troop choices in a standard organisation chart wich gets to maximum of 180 grots, then you'll have to add some fast attack, elite, a HQ, etc.
IT would be guard methinks due to their unending amount of troop choices.
If we're using a points limitation, Orks hands down. If not, Ulthwe.

An army like this would be hell to paint and dam expensive

If you were doing strictly guard, then it would be infantry platoons + maxed out conscript squads. Because of the cheap point, you could fit quite a few models.
Also, if your opponent will let you waive the maximum troops allowance for the army, then the army capable of having the most models would be an Ork Grot army.
I calculated right at 435 models in that kind of army and all but 1 is a grot.
NOTE: This army was tried by an ambitious Ork player at our local store once. It's a legend here actually, mostly because he never won a game with it. Grots just don't have any power at all and are too easily killed and routed.

i think it could be nids, 32x6 gaunts, 32x3 gargs, 9x3 warriors, 2x tyrants with 4x guards, 3x bivores, 2x carnifex.
