Since nobody's replied to this yet, I thought I'd give you my humble opinion, for what it's worth.
Eldar armies can be pretty awesome. Having never played as them, I can only say what I've read/heard/learned from playing against them. They have very specialised units - each with their own specific battlefield role, at which they tend to excel (maybe even more than in other armies). But if you try to use the units outside of that role, you may find yourself getting trounced soundly.
On a modelling side I have always loved the look of the eldar, with all the aspect warrior colours, and the nice flowing lines on all the models. I've seen some great things done with eldar paint schemes and conversions.
The marines on the other hand I play a lot. They're a good army for newbies (I'm not that good at strategy...) and tend to be very forgiving if you do something really stupid, with most of the standard troops being quite versatile. The downside to that versatility is that that you lose out on the truly specialised units, and you do get quite limited numbers of men within units.
From a modelling perspective, I LOVE the space marines. I find them so easy to convert and personalise, and positioning parts on the models means you can get some nice dynamic poses without having to hack apart your model (and your fingers in the process) and use a load of green stuff. The nice thing about painting marines is making your own chapter and coming up with a unique colour scheme that suits their back story. The one thing I really don't like about the space marines is that there aren't any of those really epic, unique looking heroes/hq units. You can make your own captian or commander and tool him up almost any way you want, but it just seems lacking compared to the wonderful avatar of Khaine that the eldar get.
Ok, so that was a more lengthy post than I originally inteded, but I hope that gives you at least some ideas. At the end of the day I think it's impossible to say that any army in 40k is "best", otherwise we'd all be playing them and things would be utterly dull. It's really down to your playing style, your modelling style, and how much an army strikes you as being the coolest.
If I've screwed up entirely and said something completely wrong here, I'm sure someone will correct me, but most of this is opinion so I think I'm ok.

Each army has it's strengths and weaknesses. The above poster has it pretty much nailed. You should decide what you want from your army, speed, power, durability, guns, combat weapons, and then look at the models required for each. Eldar are extremely specialized and each squad has a single roll beyond just shooting or combat, they shoot at certain targets and go into combat against certain unit types. They take a lot of getting used to but are very rewarding when they are used to their fullest potential. Space marines have combat oriented squads and shooting squads with a little specialization but are less specialized and thus more forgiving when they get caught outside their roll.
In terms of modeling Space marines are essentially the same just with more glitter and capes as they get older. They can look awesome but it will take a lot of effort to make them look truly unique. Power armor only has so many variations. Eldar have a lot of variation in their models and a lot of opportunities for conversion and unique painting. They can be a bit frail but having dynamic and unique heroes is more possible with Eldar IMHO.

i think I'll go for eldar because although they (i think) as strong as the Space Marines i think they are more customisable thanks for the replys for my thread!
