I would assume that any army that can actually hold it's own in CC would work, but that would mean that it would lose some of it's shootiness. Maybe Shooty orcs, they shoot things and then they kill things. It would also help to know what sort of Tau army he's using, as I hear Mechanized is the best approach. Mech Tau with Speed Freak orks, but then the Tau lose out because they can't shoot half the enemy army.

Most doubles tournaments have no restrictions, as the only real restrictions will be based on fluff, not on legality. If the tournament is allowing you to field two armies together, you can throw fluff to the wind (if you choose). For the Tau, I would probably choose either another army that excels at mechanised play, such as Eldar (which can also be geared well towards close combat, a trait the Tau definitely lack). Their mobility combined with the Tau's mobility will greatly compliment one another. Another army I could suggest, and this holds true for just about any doubles team, is Orks. Shooty, assaulty, balanced, whatever; get a horde of Orks and you will have a great time. I'd recommend balanced, with a good force of shooty Orks, assaulty Orks, and speedy Orks; keep the horde but add some transports which can be covered by the Tau. Any armies can work reasonably well together if you plan out the lists and tactics well. Good luck!

I'd say orks. Have the orcs focus their CC on the parts of the enemy that is good at shooting, while keeping your units shielded from the enemies CC specialists, and shoot their melee guys.
