Which race is the most fun, easiest to beginners and all around best?

You're asking three questions in one. One army may be the most fun to play, another may be the simplest for beginners to learn, and yet a third army may be the 'best,' though that's purely subjective and is really an impossible question to answer.
Any army can be fun, simple, and/or competitive with the right army list; it's all in the design of the army. With the exception of a very few (such as Dark Eldar), most of the armies in the game have a pretty shallow learning curve. You can usually rely on the list not to crumble even if you're still learning the army.

Yeah that is a really hard question you pose. As CSM are really good but kind of complicated, tyranids especially with this new codex I will assume will be incredibly fun to play but kind of complex for a beginner. I would suggest orks as they are a fun army, fairly good if you know how to compose an army (lots of boyz and trukks), and pretty good for a beginner cause they're simple but again you need to know how to compose your army. I won't suggest SM because I think there are enough SM armies but they are simple too.

Tyranid: 2250 Points of Awesome (5/4/1)
Necrons: 1000 Points (4/0/1)
The answer is, of course, it depends what you're looking for, but that's admittedly a copout answer.
I've mentioned before, there are 4 armies that I feel are the best for starting out with, because they give beginners the best overall experience, while still teaching them all the important aspects of the game:
So now we just have to narrow down what's the most fun to play with. That's also personal, but I personally have to vote for the Orks. Nothing's worse than having your super elite unit taken out on turn 1 or 2. It's much more fun to have a ton of everything, that way you can lose 20 boyz a turn and still laugh it off.
Of course, I don't mind assembling models and painting them. If you do, then the simpler Space Marines might be the best choice. They're the only army you can literally paint from start to finish in a mere few hours (assemble, prime, detail, and glue some sand or kitty litter onto the base).

While I hate to say it as there are a million players of these already... I'd say Space Marines. I say this because they are a competitive army and they are much easier to pick and play with a beginner. Not to mention they are Games Workshops Golden Calf... so they get constant codex updates and have a huge range of figures and vehicles. You can build out each army exactly how you want with their diverse chapter codexs.
As for being the most "fun" that is competely subjective and everyone will have a very different opinion. My personal favorite in the "fun" catagory is Eldar. I love their speed, firepower and supportive psyker powers. The ability to zip across the field, unload 30 shots into your enemy while re-rolling wounds and going first in almost all Close Combat is my kind of fun.
I do agree with what mynameisgrax says about starting with one of those 4 armies as well. All 4 contain pretty much all the different aspects of the game. Shooting, Close Combat, Psykers, Speed, Vehicles, Heavy and Light Infrantry. Each army can be built in many different ways. Though some are harder to start with then others (Eldar) or require a ton of painting (Orks).
Ask yourself what kind of army do you want? Would I rather focus on shooting as opposed to Close Combat? Would I prefer a Horde army, outnumbering my opponent 3to1, or would I like a smaller army made of elite super units? Is speed what I'd like to focus on or do I want more defense but slower?
Space Marines are the ideal beginners army: all plastic, relatively easy to play (although mastering them is another matter), you don't need many models etc.
As for most fun, that's a matter of taste. If you enjoy lots of tanks and shooting: Imperial Guard, if you enjoy rampaging aliens aginst a gunline: Tyranids. I've always had a laugh playing Orks even though I'd never collect an army of them.
