The title pretty much says it all. In my experience, these units are the worst of the worst (or at least the most unpopular). Most of them are from older codexes, and they all either hurt more than they help, were based around outdated rules, or do the same job as another unit in the army that already does it better.
For the sake of room and sanity, let's leave special characters out for now, and if you feel more than one unit deserves your vote, then go for it.
So which is the worst? Is there anything I've forgotten?

I would say Flash Gitz. They can't do anything that a Loota would do better.

You totally forgot DE scourges! Twice as much as a normal warrior, and with a double-or-more price tag on upgrading to heavy weapons on a jump-pack squad just to rub it in.
I put my vote in for hellions, anyway. As the current rules stand, they're no better than normal warriors in CC.
Well, I missed my vote, but I'd have to say sisters repentia. Horrible survivability, slow movement, low initiative and mediocre hitting power. I've seen ripper swarms kill them. Run may help them and I haven't seen them in play since 4ed...but really they're just sad.
I would say ethereals, because he is fragile,CC equiped(why?) and if he dies, which he does a lot, the whole army has to take an ld check or fall back! Not the best IMO.

My personal vote was beasts of nurgle. It's the one example I know of where the unit literally does absolutely nothing that other units in the army do for cheaper. 2 plaguebearers do everything the beasts do, have the same number of wounds, same exact statline, same abilities, slightly more attacks on the charge (admittedly, slightly less attacks if they didn't charge, but it evens out), they can claim objectives while the beast can't, and they cost 30 points, where the beast costs 40.
How did the eversor make it into the list? Or were you thinking of the vindicare?
Totally forgot 2 units that totally suck.... Gretchin and IG Conscripts.... Neither can shoot straight nor fight.
No, gretchin and IG conscripts are fantastic. The grechin have won me more games than I can remember. The point behind both units is to give you a dirt cheap unit to sit on objectives, allowing the rest of your army to go fight the enemy. Yes, their stats are terrible, but they cost almost nothing to field, and can easily mean the difference between winning and losing.
As you might have noticed, no troop choice made the worst list. If it can claim an objective, it can't be that bad.
Eversor assassins aren't that great, and they never seem to get used. It's not that they're bad, but Callidus assassins are a lot better. Eversor assassins just don't have enough impact to warrant their cost or the kill point they produce.
