Thinking Im going to get back into 40k, question is though which army do I go for? I have probably narrowed it down to Blood Angels, Space Wolves, Eldar or Imperial Guard.
Now in fantasy I currently have armies for High Elves, Dwarfs, Skaven and Orcs & Goblins.
I would want to start back into 40k with only 1 army so dont recommend them all Its hard to decide because I dont know really which army will suit my play style... so here is what I fancy (its probably going to be waaaaayyyy to broad)
- Good at close combat
- Ability to lay down strong supporting fire
- I want to try my hand at vehicles for the first time in 8 years
- Fun to play with

I recommend Eldar considering what you want from the army.
Nearly every unit can be given a dedicated Transport of a Wave Serpent and if equipped with Star Engines can move 36" every turn.
They have CC units that are recognised and feared by any other army in 40K, namely Howling Banshees and Harlequins. Striking Scorpions are not to be underestimated either but don't have the fear factor the first two do.
They have a variety of long range weaponry from the infamous Fire Prism to the dreaded Dark Reapers and many options in between.
As Mentioned before every infantry unit may be given a dedicated transport so there are lots of vehicles to be used.
The sheer variety in the Eldar Codex makes it fun to use and if you like Challenges there are many types of themed lists from the various craft Worlds listed in the codex as well as the ones you can come up with your self.

Your description fits Eldar best. Though it would fit the new Dark Eldar better. Why not go with them? They are pretty much an all transport mobile army of death. You could go for a Wych Cult.

Honestly... I hate both the new and old ravager models or whatever they are called. Now the new reaver jetbikes... Wow! I feel a conversion project!
So looking at your list of potentials:
Wolves can be fast depending how you play and pretty good in CC. As for vehicles though... mostly it ends up being rhino/razorback spam. How ever they can put out some awesome support fire as well as just being a blast to play being one of the more characterful armies out there.
Blood Angels are about or better then SW in CC, but tend to have slightly less models. All their vehicles are 'fast' but tend to be more razorback/rhino spam. Then tend to put out a pounding. So if you find winning or just CC smack downs, they are fun. They can have decent supporting fire, but i usually dont see too much of it on the board.
Guard- Slow, lots of models, slow. However the best fire support you can throw out as well as a boat load and a half of vehicles. If you like gunning people down and rolling lots of shooting attacks, they are a win.
Eldar- Macleod hit it all pretty good there.
Contemplate the DE too. As someone already said it does fit your goals pretty nicely. Supposed to be the fastest army, with some scary good CC, and really characterful which lends well towards fun. I do agree with you though, the vehicles look ugly to me. Not the modeling jobs, but the actual visual of the models and what they look like if you cant do a white dwarf quality job.
If you are just getting back into the game from a long time, or starting 40k, BA are probably the most straight forward / easy to play with SW being next. What with marines for troops. Eldar might be a bit dated as they haven't had a new codex yet, but can still be fielded in some awesome ways.
I have the space marines from the black reach box so I'll paint them up as BA and I'll get about the same points worth in eldar and give it a few months
I won't say which army is for you, but instead I'll give you some advice I wish I had when figuring out which army to pick: Get as many codexes you can get your hands on and breeze through them first and then ask players of the codexes you like, how that player likes them. I went with Daemons because they looked good and too many people had Space Marine type armies. I just wanted to be different. I found that a Daemon army is good, but it is challenging to start the game for the first time with. Look at their deployment: Halving your army, deep striking a half you may not want, deep strike mishaps and four Daemon Gods with different troop choices for each. It was over-whelming.
I think that Eldar are the best. They have alot of models to get. This gives you alot of variety in your games and you won't be unleashing the same armylist every time you play. That will make your Eldar more fun for you and more fun for those you play.
They have some very cool models too and loads of them. I think that with the huge range of units you will be able to create and army you enjoy painting and modelling as well as how it looks.
