After the new release of the Dark Eldar and Grey Knights, I just wanted to see if the ladder has changed since then.

Hmm. Im leaning towards the wolves currently. IG has had its time, I think its a new era, the wolves get my vote.

Its really IG or SW. BA are simply too dependant on assault when done assaulty or too expensive when do shooty. So shooty BAs can never match IG or SW. And assaulty BA will get wiped out by GKs in seconds. Hell, the new GKs will pretty much kill any assault dedicated list of any army.
So it comes down to IG or SW, even though IG tanks are cheap as soap I voted Wolves because they are much more versatile army and not so vulnerable in CC as IG are.

I cast my vote for IG. They have many units which are undercosted for their multi target combat abilities. I mean, who doesn't mind getting their LR meltadeathed by 3 bs4 meltas before their first turn for only 200pts which yields a scoring unit, 3 meltas, and a flying tank which gets extra armor for free... or a battlecannon, lascannon, and AV14 for 165pts...
The wolves are tough, but beatable.
My apologies for my, (im assuming) poor wording of this, but it's late and i'm tired.
IG are just hitting the wall now. It's a new era in the 40k universe and the things that made the Imperial Guard great are becoming a thing of the past.
SW: They do mech shooting just about as well and assaulting infinately better. Anyone that's played against a good wolves list knows that, it's just that since the codexes are similar in power level most powergamers have stuck with IG instead of buying a new army and so people get creamed by mech guard more often, leading them to think that mech guard are better than mechwolves. TWC, long fangs and razorback mounted grey hunters are great things.
BA: This codex helped mark the coming end of the mechmelta. They have a ton of options for long range AT, they get fast transports allowing they to try the range game and stay away from meltaguns while firing lascannons and missiles. They also came with viable "foot" lists in the form of DOA.
DE: Although IG can stll dominate the DE they were a tester for Xenos armies, future ones will be made in comparisson to this book and the aim will be to make them better than the DE. We also saw an increase in the range of the blaster and a focus on ranged AT rather than closeup AT.
Grey Knights: The Imperial Guard have no psychic defense. Any psyker battle squads we take will have more opponents using psychic hoods, due to the increase of GK players having hoods and the increase of psychic defense due to the increase of GKs. The psycannon will be a great tool for killing chimeras, even when on the move and GKs will be able to dominate the assault phase, this will cause IG players to have to stay away from the GK lines (or face losing their transports and being charged). Neutralising their meltaguns to some extent.
Although none of us can accutately guess the full effects of GKs on the metagame i'd have to say that currently the strongest army is the space wolves.

Dark Eldar and Grey Knights are both quite powerful, but neither dethrones the two top armies: Imperial Guard or Space Wolves. Their power mainly comes from a few key units of theirs being hilariously undercosted, allowing you to cram more firepower into one list than other armies are capable of.
Blood Angels are great, but lack the shooting of the other top 2, and although Dark Eldar can match the top 2 for shooting power, they're more fragile. Grey Knights are powerful at both the assault and shooting, but have a very low model count.
In other words, IG and Space Wolves are the most powerful, not because they're well conceived, but because they're inherently unfair.
