This army list is for my DIY chapter, the Pillagers. My idea for this chapter is a mixed balance of abilities, emphasising firepower, which is a far cry from my usual Blood Angels. I chose to use the advantages Honour Your Wargear and See, But Don't Be Seen, and the disadvantages Die Standing and Eye to Eye.
HQ : Epistolary with Jump Pack + Veil of Time to replace Storm of the Emperor's Wrath + Fear of Darkness + Plasma Pistol + Meltabombs = 175
ELITE : Devestator Squad, 10 Marines w/ Tank Hunter ability + Lascannon x 2 + Plasma Cannon + Heavy Bolter = 300 points
ELITE : Terminator Assault Squad, 5 Termies w/ 3 Lightning Claws + 2 Thunder Hammers and Storm Shields + Furious Charge = 215 points
TROOP : Tactical Squad, 10 Marines w/ Plasma Cannon + Plasma Gun + Infiltrate

FAST ATTACK : Assault Squad, 7 Marines w/ Plasma Pistols x 2 + Meltabombs + Vet. Serg.: Powerfist, Plasma Pistol, Teleport Homer = 223 points
HEAVY SUPPORT : Predator Destructor w/ Heavy Bolter Sponsons + Smoke Launchers + Extra Armor = 118 points
HEAVY SUPPORT : Whirlwind w/ Smoke Launchers = 88 points
TOTAL : 1,999 points
Now for strategy, against assault-loving armies anyway, is to dig in and fire, using the librarian and the attached assault squad to either scrae away low-Ld attackers, or go mix it up, keeping enemy troops away from my firing squads. My Terminators, against an assaulty army, will sit back and wait for the opposition to get close. But, if I'm overwhelmed, as is often the case against Orks or Tyranids, I equipped each Vet Sergeant with a power weapon, as a contingency plan.
Against shooty armies (IG, IW, Necrons, Tau), I'll set up closer to their lines. For the first turn, I'll probably trudge closer to them, with my Pred and Whirlie providing support fire. When my next few turns roll around, I'll DS the Librarian and assault marines, and the Termies.
