The following is from the OFFICIAL games workshop spanish site. This is perhaps the greatest oversight GW has made: they posted the ref sheet for the 4th ed rulebook, in plain sight. Here it is.

Oversight? Hardly... You still need the full book to play, since the reference sheet hardly offers all of the relevant information. Also, a few of the summary rules have mistakes in them, and the actual complete written rule is which is the "basic" rule to refer to.
My WD 300UK also came with a copy of the 4thEd Summary! Wonder how many non-4thEd owning 40K-players got that?
So, I don't think it's that big a deal... Maybe they'll remove that, maybe they won't, we'll see.

In the UK and the USA this reference sheet was released in White Dwarf Issue 300 so perhaps it was not included in the Spanish Issue and this is a way of making amends. I'm sure it will be put on the UK GW site too in time.

Except for giving not only this away with WD, they did the same thing with the summary for WHFB 6th ed, also, there are so much more things you can download from their webpage that are in the rulebooks, for an example, most spells for WHFB6 is available.
And, yes, it's a lock.
