Cypher is one of the Fallen Angels (from the Dark Angels). He's kind of their head guy too, as he's the most known of them. Not a whole lot is known about him, or the the other Fallen, but they do occasionally come up in the fluff. Like Eye of Terror, for instance, Cypher was in a bit on the site where one of Abaddon's retinue charged him and got cut down. He was aboard their ship, so I'm pretty sure he was working with Chaos on that one.

Sweet model, too. The dual pistols is just awesome.

I also think he got some rules in a White Dwarf around the time of EoT, but if he did I don't have the issue.

Because in the Chaos codex before the current one, Cypher had actual rules. He had a special save every time he died, which was a 4+ invulnerable save taken on 3 dice (so you needed to roll three ones in order for him to die). Sort of ridiculous, which is why he doesn't have it anymore.

All the super-save meant was that the enemy would not get Victory points for killing him, as he's teleported away by an unknown force ("Beam me up, Scotty.")
