Hang out at your local GW or hobby shop. If their are tables open try challenging someone to a small game, 600 points is a great way to "break the ice" with new opponents. a game of that size should only take an hour at most and will be pretty light, after the game you can swap E-mails addys and set up something bigger.
I found a gaming club where i lived, and got involved with them. We play against each other mainly, and that offers less variation than if you'd always play at GW but you can get a friendlier atmosphere usually. We go to tournaments together too, where we can face new people.
So, look for people in your town who play and found a club.
Warhammer Fantasy: Warriors of Chaos, High Elves
Warhammer 40k: Eldar, Space Marines, Orks
I ended up finding a local gaming store on the GW site under their rogue trader store listing. I noticed your location says Toronto, so check out this list:
Unfortunately, they only give the City / Province, not the actual address... so it might be difficult to tell exactly where they are. But the "Elite" and "Heavy Support" rated stores should have gaming tables where you can meet others to play against.
Also, here's a link with the official GW stores:
Best of luck finding games, I know it's quite frustrating wanting to play but not being able to find opponents... :/
