Okay, I think I got the list I want to use. Just tell me minor changes, and some tactics, specificly what would give this list the most problems, and how to counter them.
Lord with Orb
4 x 10 warriors
2 x 4 Destroyers
1841 pts, 52 Necrons, 61 models, phase out at 13 (39 kills)
Comments, why this list is terrible/rules, would you want to play against it, what would you do against it, what would you do if you played it?
I'm a bit worried about the phase out, a little too low in my opinion, but I have a lord with an orb, a spider for the destroyers, and a 'lith. Is that enough?
I don't see anything wrong with it. With a shooty army such as tau, I'd try to kill the monolith first and destroyers second, then worry about the scarabs. Still, lord with res orb=hard to kill warriors.
Close Combat armies would close as fast as possible with everything, a CSM army for example would charge destroyers with a deamon prince or something similar.
It's a solid armylist, and if you play it right, it'll do better.

If I face something like a World Eater army, or a close enough black legion or night lord list, than I would keep my destroyers sceened behind the warriors unless they have a defiler I realy need to take care of, so their 'zerkers or raptors are forced to assault my scarabs or scarab producing spider (yeah! or my warriors (not so yeah). In the less desierable case, as long as the 'lith is still alive, I have the teloport-out-of-combat-then-rapid-fire-them-to-death defense, which should help me win, but it would still be a dog fight till the end. The good thing is I hope to stop any rhino rush, with three heavy destroyers hopeuly knocking two rhinos out, then the destroyers possible one or two more. If I can get all the zerkers to have to foot slog, I can knock even more down before they reach me. A lot of terrain makes things hard.
The screening works against Tau too. I can outrange all but the broadsides with the destroyers, who then act like that many heavy bolter to rip the Tau FCW's to shreds. Once I lose my mono, which I can assume I will against a Tau force at this size, the broadsides would have to pick of warriors one by one to reach the destroyers, who are by this time massacering FCW's. 9 broadsides would have a long and very annoying time taking out 40 warriors, because of the orb to give them wwb. I hope my heavy destroyers and scarabs can tie up their suits. A good player should make it intersting though.
The army I worry most about is an imperail gaurd armies with a ton of long (48'' ranged heavy weopons and three Leman Russ/Basilisks to deal with. How could I deal with those?
