definately beef up your squads. i haven't used a vindy in the TVR, but in the old rules i never had luck with them. at all. personal preference tho, otherwise its a decently solid list, though drop the basilisk for sure.
Um.. can't the Basilisk/Vindicator only be upgraded with stuff from their own army list? ie. no mutated hull.
Err, it's a Chaos vehicle. You can't use IG/SM upgrades, only those from the army actually using them (ie CSM).

Your army is tooled up with plasma weaponry to deal with power armoured troops. In my experience this was the clever thing to do in tournaments 2 years ago, as two-thirds of your opponents would usually be fielding a power armoured army. But this seems to have changed lately, as at the last tournament I went to(6 months ago), imperial guard was the most common army, with eldar in second place and spacemarines at third. I would go for fewer, larger squads in Rhinos, with flamers rather than plasmaguns. You can't win against another shooty army with only untransported sixman squads.
