Sounds like a good army. But I would include some more armor. Like a Land Raider or a Preditor.
if i were you i would drop the sniper rifles in the scout squad and get a melta gun or some plasma pistols. sniper rifles arnt gonna be very useful if you use the behind enemy lines rule which you should use. and i would take out one of the blood claws and put your rune priest in a pack of 14 blood claws that way he wont get killed in one shot, that sucks. and if you have the points i would drop 5 of the blood claws and have a pack of ten in a rhino its cool to get them right into cc.

do not use a venerable dread... since u have a TWIN LINKED LC, using the normal dread is better (3+ re-rollable is good enough), and since u have missile launcher as well, close combat bonuses (WS 5 and A 3) are handy, but not worth it.... give the scouts some more beefed up weapons, and take land speeders instead of long fangs....
