which army is capable of destroying it's enemies without ever getting near them?
They all can really.
The "Best" however would be Imp Guard, Tau and Eldar. They can deal out alot of damage very quickly at range. Maybe not Imp Guard as much as Tau or Eldar, but they can still do alot.
Tau. Their basic rifle has got to be one of the most lethal in the game.

If you think Mathammer doesn't work and dice cannot be predicted, there's a whole field of mathematics called probability that would like to disagree.
Now as a Tau player I will say that in a straight shooting out, the IG win, the amount of Heavy Weapons they can take and the strenght of thier tanks.
The Tau's Shooting porwess comes from the fact that not only are our guns strong, but we can manuver around the enemy just as good if not better than the Eldar can, so not just having the best guns, but being able to get into the best position to use them!
I can't speak for eldar, but it just seems to me that while the more manuverable they are the less firepower then have...
The problem while the whole wait for them to come the whole'wait for them to come to me' mentality is that they don't always have to come to you, they can easily camp out behind terrain and capture the objectives last turn, so you will have to move somewhat.
Thats what I think at least.
No army can stand and shoot Better than Guardsmen, the long range templates and all the shots will kill you, so they are the best static army in the game
But tau is great at shooting as well, they have the best standard rifle in the game. Also they can have a lot of mobility.
After those two come space marines, edar, and necrons. They all can be very shootly but will lack the number of shoots they can put out compard to tau and guard.

I would definetly say the Tau are the most powerful. The hammerhead tanks along with the Broad sides have the most powerful long range shot in the game. Those alone will remove every tank on the field along with packs of troops using the hammerheads bulk shot. Troops wise, the tau also have the best standard rifles in the game, as well as the pinning and 3+ armor piecing pathfinders.
But your not goign to win a battle staying out of range...chaos are in close quarters
IG get massive amounts of heavy weapon platforms. Those platforms are key, they really can lay down the hurt, and IG can pick a slew of different types to best fit the situation.
I'ld say imperial guard. but iron warriors come in REALLY close behind with their up to 9 obliterators and 4 heavy support choices.

Would have to be IG for me.
Huge amounts/variety of powerful heavy weapons can lay down more fire than Tau can ever hope to match.
Along side tougher tanks and more special weapons.
I'm talking 20 demo charges... not pretty!
and saying that tau tanks are inferior to guard tanks is ignorant. for one less front armor value, and one less defensive weapon, you get a skimmer tank that can move a full 12"and fire all it's weapons, gains the skimmer moving fast rule, and has the mentioned weapon above that also fires the large blast template
