there isnt an easyest as such but some are alot harder than others, its more of a which army can u make the most mistakes with than which is easyest to use.
every army has their strengths and weaknesses so its hard to decide n an army being "easier" to field, also theres lots of factors you have to consider, but if i could i would say the vanilla space marines are pretty "easy" to play but to master they are hard, interesting discussion but its hard to decide.

I would say Chaos or Space Marines is the easiest while Dark eldar who by far be the hardest.
space marines with their good armour save are definetly the easiest army to play but the 'hard' armies are orks, dark eldar etc..
I'd say IG..I mean honestly they're not the most tacticaly advanced army I've seen..dunno how it is for everyone else..but i only know 3 IG players and mostly all they do is stand in the same place and keep blastin' with unnaturaly huge guns untill the craters have craters
Necrons. Their high durability means if you leave them in the open for a turn it might not spell doom for the squad, and the limited choices mean that your army pretty much picks itself.
Of course, I'm taking army building into playing, and if that's not your intention then I apologize. But if it is, Guard is the exact wrong way to go. Too many choices for a newb :-p.
Necrons, because they just cant die. And than Space Marines.
necrons are pretty easy to play...but there are some choices you can make to just totally self-destruct that army. The fact that there are basically no special options for any of the necrons makes it easier for newbs to decide what to give them...since they cant really give em anything but disruptor fields
