Ok, first I'd like to say hi. This is my first post on here, and this is my first army I'm making in warhammer. I don't have much experience, and I've already noticed a few flaws in my plan just looking at other eldar lists on here. Finally, I have to add that I'm very low budget right now (trip to Europe this summer; car after that) and that I'm already done with stage one (just the ordering; troop choice can't be undone). There are obvious problems even to me in stage one. First, too few troops. I think another 8 dire avengers would work nice. Second, too few warlocks. The farseer needs something to back him up, right? Some might say that Dire Avengers are useless, and that I should get two Guardian Squads, but I feel differently. This is just a basic army (at only $52) that will help me get a feel of what I want to do with this game. With the dire avengers, I can defend my rangers, although maybe they need some cc's?
The rest of these stages seem pretty useless to me right now, so I won't comment on them:
5 Wraithguards w/ 1 Warlock (same as the other 2 except weapon-rune blade)
6 Swooping Hawks
Lasblaster, Plasma Grenades, Swooping Hawk Grenade Pack

2 Dreadnought CCs, 2 S Catapults, 1 Starcannon

Ok, that's it. The major problem is a lack of troops, so I think I'll add 1 of each type of guardians, and something to bust tanks (I dunno). Please don't call me an idiot as I am a total newb...
NOTE: If you don't have the Eldar Codex, get it, preferably before the Warlocks. If you have it, read the section on Warlocks, it says they can be detached from the Farseer's Bodyguard and join Guardian Defender Squads, Guardian Storm Squads, Guardian Jetbike Squads, and Wraithguard Squads.
Your Stages seem solid, except, as you yourself noted, you don't have many base troops. Guardians may seem fragile, and lame, but they can actually be very good. Also, Dire Avengers are not very good. For a few mroe points your basically giving them several more hits with their Catapults before they get assualted. The Exarch can be tooled up to be a close combat monster, but when the rest of his squad dies (Because they have t3 and only decent armor.) Then he'll start having to take some difficult Morale Checks. I'd say drop the Rangers and Avengers, and buy a box of Guardians. It'll end up being a bit less, and you can tack on a Warlock to give them much needed support, in the form of Conceal, or Enhance, or Destructer.

OK as Pandora says you need the Eldar codex, also if you are playing ulthwe you want to get crafworld codex, or if you are playing an Ulthwe strikeforce you need the Eye of Terror Codex.
As a HQ Ulthwe usually take a seer coucil, your army looks more generic codex than ulthwe (the seer council has usually (strike force asside) at least 2 farseers.
As Pandora pointed out, the Warlocks are usually pimped out to the gaurdian squads, it is reasonably standard practice to use a warlock with conceal on a gaurdian defender squad and a warlock with enhance on a storm guardian squad.
Dire avengers do not ring my bell, they are not much better than Ulthwe black gaurdians and are considerably more points,
Guardians are effective, damned effective if you use em right, the Rangers are OK but for Ulthwe there should be hoards of warlocks and gaurdians, traditionally with dark reapers and D cannon providing support and a wee bijout banshee squad waiting in the wings to dish out the damage in close combat.
I seems to me you are not really building an Ulthwe list but a codex Eldar list (I would really consider rethinking if you have ordered the avengers and consider playing codex eldar - this has the additional advantage of being able to blend in any other eldar unit and decide if you like it)

Thanks for the help, I think I will play a more generic Eldar force now that I think about it. However, I can't drop the Avengers and the Rangers, because that would be a waste of money. Thanks again for the help, and keep it coming
OK not quite clear what you have already, but:
Jet bikes are by and large pretty useless - trust me I got Siam Hann with swathes of them
Also Hawks are damn ineffective - I use bnoth of these cos they are fluffy and look nice, but if you are interested in winning they wont cut it, for fast atttack choices, if you must take something, take Vypers, order a star cannon or bright lance from GW- either on line or through mail order, and you have the most effective eldar FA choice, you can try the others out slow time
The wraithlord- again I havent used one for over 15 years, but that is a personnal preference, if you are just starting then fine
The Wraithgaurd - OK ish, they are not the best Elites choice and are quite expensive, I would suggest you put the purchase of these aside for the moment if you can and take a squad of Banshees or Scorpions (if you are gonna face Marines, chaos or necrons take banshees, if you are facing something without 3+ saves take scorpions, if you dont know what you are gonnabe facing it is a reasonable bet it will be marines or Chaos so back to the banshees) either way take an exarch.
That should leave you with one small hole - how do you kill tanks soo...
Get the bright lance for the vyper
Consider a falcon or better yet consider a heavy weapons platform, either Vibro or Distortion cannons can blow vehicles with ease
