now before you say anything this is about other C'tan, not the Nightbriger, Deciever, Outsider, or Void Dragon. Now in the Necron Codex it says that the true history of the C'tan and necrons is forgotten and most of it is myth. Now that might mean there could be other C'tan that survived to the present day. Also GW very often rerights fluff. How many people remember that the Rainbow Marines were the first founding chapter of the Ultramarines?
This could open up the possibility of a create-a-C'tan and allow some cusgomization to the Necrons. You could have uber C'tan that are beasts or army boosters much like the lord is.
I wouldn't mind a make a C'tan character if its done properly. I mean they are simply fractions of the C'tan so can have "low" stats or powerful ones. I would love to make a C'tan with Str 7 and a few extra goodies and keep him in the 250+pts range. But some would want the Str 10 and mini lascannon, which would be fine as it would cost upwards of 350+pts.

Create flames for a galaxy and it will be warm. Put a galaxy in flames and it will be warm for the rest of it's existence.
To be honest, I dont really think it's a possibility (Minus the fluff that the Nightbringer killed most of the C'tan, and the Enslavers were the ones which forced the known 4 into temples.. (I think i read somewhere that other's which were entombed were destroyed in one way or another..)
Mainly because from a Fluff perspective there are an incredible number of Demons and other Chaos-related nasties which would be able to fall under the same customisable category... and having anything close to that will tip the fragile balance of 40k over the edge (like those annoying stat-buy Tyranids..)
I'd steal your idea and call it the Stephen Hawking C'tan. ^___^
Go for it if you want.. If needs be, just use the rules for one of the existing C'tan (Deciever or Nightbringer) and make your own fluff and model.
The main problem is coming up with a unique personality and image for such a creature.. I mean, C'tan aren't just beefed up chaos lords, they're impossibly ancient and inhuman beinge. This is why I doubt they'll allow customization of them, it kind of ruins the atmosphere when people just slap a bunch of powers together to make a creature which should be a huge part of the setting and metaplot.
