Heres my fluff (Models are catachan with green stuff hats, colour scheme [see games workshop tank camo scheme "Ion Storm Buyaka"]).
The is a Planet near the edge of the imperium named Abyssus. It is pounded daily by hundreds of Metal rich meteorites. The people of Abyssus live underground, in Mines and shafts. They live on supplies from Cadia. In return, they give Cadia metal needed for Leman Russes and things.
Cadia needed more men. They threatened them with starvation, and Mining Crews 1-5 modified their Bulldozers into Tanks, and their sentinels (used for transportation) were equipped with weapons.
So now they fight, grudgingly, and their slanders against the emperor havent go unnoticed. Let me make myself clear. These are NOT Chaos Guard. These are under the Imperium. However, they don't particuarly fond of the Emperor.
So, THere you go.Tear it apart, Improve it.

If they have such ties with Cadia, they're probably quite close, if not in, the Cadian gate. The desperate situation there would also explain why their somewhat..unorthodox faith levels haven't been pounded out of them. If they're in the eye it would also explain the large meteological effects. Ship/space hulk wreckage, and the generally screwy phyics of the area could work in their favour. You might even take it one step further, and have chaos beasties in some of the deeper tunnells. Would make for some characterful minitures. Hard, survivalist miners battling chaos in the dark places of their world, in their never-ending missions for the metals required to fuel the imperiums war machine. Would make for a good reason why they've been conscripted.
Plenty of room to play around. High intensity mining vehicles would convert rather well to tanks, with all the protection they would require and all. Giant rock vaporizing cutting beams would make convincing battle cannons. You could have a lot of fun with the conversions.
Just be careful as far as their lack of loyalty is concerned. If it becomes know that they're strayed, they'll probably have the snot kicked out of them. Perhaps there could be a few attached commissars to the regiments in order to ensure that everyone "remembers" exactly who they're loyal to.
It'll be Tank Heavy, Maybe even a Tank Company
