I recently started looking at warhammer fantasy, and the first thing i noticed was how much better their FOG seems. While I prefer the lines that 40k draws (hq elite fast attack heavy support and troop) the fantasy method of increasing the limits as you increase points and troops seems much better than the static 40k FOG. The one we have allows low point list to get ridiculous amounts of heavy support etc while not spending much on troops, while choking the high point lists by not increasing the cap. Why wouldn't a 5000 point list be allowed more of the rarer things than a low point list?

Some suggestions that I have here would be:
Get rid of the cap on troops. I know people dont typically fight that cap, but why should it be there at all. If you want to load up on enourmous amouts of troops, why shouldn't you be allowed to?
Have the rising minimum troop choices, it just makes sense that higher point armies should have to take more troops that lower point armies.
-You must have as many troop choices as you have of any other selection(i dont mean all other selections added together, It just doesnt make sense to have 2 troop and 3 elite). Troops are suppost to be the core of your army, should they not account for the bulk of the army? This would ban the armies that scamp out on troops, finding ways to spend as few points as possible on 2 troop choices and then capping out elite and heavy support.
Increase the cap on eilite, fast, and heavy as the poits increase. So you want to have 4 squads of dark reapers to back up your 3 squads of rangers and 3 squads of dire avengers in a 4000 point game, why not. You want to be allowed to take 4 russes with your huge guard army? go for it! You want 3 lemans in a 750 point army with 2 measly 50 pt grenadier squads to bypass the troop requirement? Go **** yourself! That's completely unsporting.
This could even work into combat patrol rules, as you could just put the caps really low under 500 points, say min 1 troop choice, max 1 selection of everything else. As for all the things not allowed on combat patrols, 3 wounds, 2+ save, ordinance weapons... you could put a minimum points to play on everything much like all the spec characters have. Say that the highest ranking HQ's would not be present at anything under 1000 points.
Anyone else have anything to add to this? Do I have the right idea here or is this inspired by too much beer?

I agree with many of your points but its probably better solved by putting caps or points limitations on certain selections. Having more elites than troops could make sense but I want the troops to not be throwaway units to fill out the FOC. This is more easily solved just by limiting the certain selections to get rid of the powergamer variant list.
For example, a Necron Monolith should be 0-1. (probably not going to happen since they have no other armor or viable heavy support option at the moment)
Space Marine Assault cannon variants should 0-1. Assault cannon spam isn;t kewl (though I think each landspeeder should be able to act individually if this is the case)
Nids? Well I don't like to see the Godzilla list in 750 points...maybe a limit on how many MCs depending on point limit?
But yes I do agree the FOC could use some reworking to stop the powergamer variants but not change it so much that the fluffy lists are completly rendered useless. It will be hard to strike a balance.

Why not, I can imagine many plots where a high ranking HQ could be joined by a small company, perhaps the transport that he/she was on crashed upon the planet, now a small cluster of reinforcements went to ensure his safety on to be confronted by a unforeseen enemy. Alternately, the Leader has assembled a small strike force to gain some objective, or assassinate some enemy while a more dominate force distracts the full force.Say that the highest ranking HQ's would not be present at anything under 1000 points.
I guess that's why Apocalypse is coming, big battles without these limitations.
I agree on that past a certain number of points, the number of Elites, Fast Attack and Heavy Support choices should increase. Playing 3000+ with 3 Preds isn't very satisfying, we needz more dakka!
