One of the things I like about the Horus Heresy books is the fact that they are not 2D Imperium=good, Chaos=evil, they are more complex than that.
The Emperor seems to be the most shadowy character of all, even more so after reading Descent of Angels.
For one is he human in any recognisable sense of the word? I remember reading in wikipaedia that he was born about 4,000BC from some kind of sacrifice of psychers, which means to me he was warp spawned.
Second is he warp spawned or in league, or has he been in league with the Chaos “Gods”? You get the impression he is a slippery eel who has done the dirty on those who helped him achieve what he wants.
i belive he made a pact with chaos to aid him in the creation of the primarchs, thats why they so easily cast them out and why so many of them were so "easily" turned to chaos, they were allready touched.
Wouldent that though make all Marines touched by Chaos??

The sacrifice of psykers on earth that led to the birth of the Emperor was in response to the recognition by said psykers that the Warp would become a danger to mankind, and that there had to be an incredibly strong force to combat it. So, in short, no. He's not in league with Chaos. It's pretty clear that Chaos is bent on mastering or destroying the Emperor and Imperium.
Now, there is the question of the Primarchs. Some say that they were made with the help of Chaos. Why not make millions of Horuses? However, this idea comes from Erebus of the Word Bearers, who had already turned to the dark gods, so his motives in saying so are suspect.
As to all Marines being touched by Chaos...well, Chaos is the primal emotion of mankind given shape. Aren't we all touched?
Shamans, wizards, etc (they're psykers) at first could reincarnate after they died. But, when the warp began to stir, they began to notice that reincarnation wasn't always as successful because their souls were being attacked by warp creatures. Because their numbers were shrinking, they all decided to commit a mass suicide , and try to form one, powerful soul. This soul becomes the emperor.
Warp spawn are daemons. The emperor is a human, but has very powerful psyker abilities and a strong soul.

But as they say, the nice guy finishes last. Even the emperor must backstab sometimes.
Anyways, none of the races in 40k are really 'good'. Everyone has their darker aspects, just some are more apparent than others.

i've picked up all the books of the series back in GD 2007 and i nearly finished the first book! i've got a looong way to go, to realise the told story. so far it's great, and i've got to the point where Loken is starting to assault the Mecharachnids. can't wait!
oh, and i missed out on getting the Descent of Angels on that day, seems like i'm going to have to wait :'(
If the Emperor had a statline, he would be like S3 T3, but have psychic powers like "Pick one enemy model. Remove that model from the board. Observe your opponent weep."
As for his morality...he is generally assumed to have been working in the best interests of mankind. He may have royally screwed up with the whole Throne thing and the Imperium is a giant mistake, but it's clear that his intentions were good.

I just wonder who's actually running the show what with the Emperor in this permanent state of living death. Who's the 2ic that's pulling all the strings??
And as for good and evil, well that's an interesting philosophical dilemma. Whilst the Imperium of Man might be considered to be "good", there are many races who could argue, with more than a little reason and justification, that the Imperium is arrogant, dominating and overbearing and banishes such niceties as freedom of expression and free will. A despotic oligarchy as opposed to any sort of democracy. Can a society that is as controlling as the Imperium really be considered to be good? Not in my book it can't ... ... ...

and im sure we've all seen that kick arese photo in the Big black book where the emporers got that flaming sword, and hes like "Come get me Horus! pansy!" and hes just as tall and as big as Horus.
So im pretty sure his stat line went more like

Let's just say that the Emperor is the 40k equivalent of Tom Bombadil. If you put him on the board, you just win by default. Anyway, as for who's operating the strings of government, that would be the High Lords of Terra in the current day and age. They're essentially the representatives of the most powerful institutions in the Imperium - the Ecclesiarchy, the Adeptus Mechanicus, the Imperial Guard, the Administratum, and the Inquisition, if I remember correctly. They are the ones who authorise the use of the Officio Assassinorum. They are the true power of the Imperium.
In those millennia when the Emperor could actually still speak to His people, it was Malcador the Sigilite who was his second in command. Legend has it his psychic might was second only to the Emperor's so yeah, he was a pretty darn powerful guy.
