The Keen Quietus are a Thousand Sons based chapter.Created by Magnus to ensure the TH did not go overboard in their quest for knowledge.Since the HH they have been careful to stay under the radar as their records contain large amounts of forbidden knowledge that remains sought after.They will aid whoever they say fit regardless of reason.
Their practices tend to put them at odds with the inquisistion as everyone of them is a psyker except the seargents.The seargents are able to calm the warp to a still neutralizing all warp activity.
Their main enemy is chaos ,particually their former legion,having seen what it did to their legion as such they don't care about untainted xenos.
To become a marine initiates must update a tome to preserve it as well as learn its secrets by heart.
Tactics revolve around recon followed by swift and heavy attacks razing their enemy to the ground.
Notable actions include:Hunting down Ahiriam,purging of taint in the HH,and recently the purification of Philistine in the halo stars.
I don't want to be overly critical here, but some of the TS fluff contradicts this..
There were no chapters at the time the Thousand Sons were loyalist. Instead of lots of individual chapters, there were just the original legions, which were massive and had thousands of marines each.
It seems very at odds with Magnus personality to make a group of marines to ensure his legion didn't go to far. He was all about going too far.. He was a crazy, knowledge obsessed magic-addict who lived in his tower playing with the power of chaos, his legion just followed his example.
Why are they all psykers? It made sense for the thousand sons to be all psykers, as they recruited from a planet where the entire population was mutated and had some psychic talent, but that planet was destroyed during the Horus Heresy, and its population wiped out. It makes even less sense for the sergeants not to be psychic, as the Thousand sons hierarchy was all about psychic power.. The most powerful member of the squad got to be the sergeant, never mind tactical ability and all that rot.
That, and the Thousand Sons didn't really fall to Chaos randomly like the other Chaos legions.. They were already pretty warped by the end, and were openly practicising sorcery, but they were still loyalists.. In fact, it only went balls up for them when the Emperor sent the Space Wolves to kill them to the last marine and raze their world into dust. Magnus snapped during the battle and fell to chaos, and the rest is history.. In short, if these people hate anyone, it should be the Emperor who crushed their legion and drove it to Chaos, all because Magnus told him what he didn't want to hear.
Maybe we can work something out here, though.. You want a chapter descended from the thousand sons, right, but loyalist? Why is that.. What is it about the Thousand Sons which interests you fluffwise?

1.It was originally an oversight board that happened to be chapter grade material.Better idea how about their recorders not overseers?
2.Tradition requires you to be a psyker to be recruited.
3.The sargents are used to prevent possesion.Not actually stop active warp use.
4.I never specified their allegiance.Just they stay under the radar.
I liked the thought of learned men rather than indoctrinated people fighting along with my imperial guard(to be written).TH just fit the bill.
Sounds like you want the Relictors... they're like a Chapter for Radical Deamonhunters... learned scholar-like Chapter that uses Chaos against itself... but don't ave time to go into much more fluff than that, lol. But I'd look into them.

How about a small section of TS that was created/sectioned to research things. An archeological team/cohort, sort of thing. They do their own thing, reporting back to the chapter with results, and for new orders. Most are far away from Prospero at the time, and they maintain connections with each other. They gather information, and covertly assist the elements of the Imperium they feel embody the nobility of the past.
They prefer to operate behind the scenes, given their limited numbers, and heretical geneseed.
I'm thinking Guardians of the Black Library sort of thing. They hide most of the time, emerging occasionally if a mission warrants it. Although this is more of an inquisition sort of an idea than a SM chapter one.
