As you proberbly guessed my army is an ulthwe, mainly jetbike army, but with a few tanks and ground units!!
I Have NO Ideas For Fluff... Any Suggestions??

They are Guardian jetbikes, so I don't see too much of a problem here.
Why don't you just say it's a small strike force of the Ulthwe army that focuses on jetbikes? Theat's what you're doing, and it's an easy explanation. As far as I've always understood, Ulthwe just uses a lot of Guardians. I don't see why that would preclude Guardians on jetbikes, unless you're afraid of being mistaken for Saim-Hann.
Really, just be like, "My farseer has visions of black wings descending upon the enemy, killing them and disappearing. Thus, he/she created a mostly mobile army that focuses on the speed that the farseer's vision depicts."

Id drop the Division part of its name... replace it with something more Eldar sounding, Division sounds too human regular military, and I odubt other races use human military structures.
But a jet bike based army sounds cool. You could say its an army that focuses on lighting raids using bikers, tanks and swooping hawks. They strike, and then put as much distance as they can between the enemy and themselves. Think, Apache or Commanche indian or Cossack tactics. Why maybe you hosts leader is an ex biker, maybe he had a vision like the other post says. Maybe they are part of an army that operates on planets with huge flat sweeping plains in which any slow moving infantry man is as good as dead. Maybe they are young warriors, full of pluck and thirst for gloy.. a little to rash and hotheaded still for any place in a guardian squad, and so placed into this screaming horde of speed loving, do or die, death or glory jet bikers. Maybe they have been abandoned on an alien/ hostile world after some great defeat or rout, in the relentless persuit after only those who were fast enough survived. Long after they were rescued they retained their jet bikes as a testement to the courage of those that survived the long march.
