Eldar of Paxtus II
The Runith Craftworld was one of the last to escape the fall. Just as they were entering the webway, escaping the murder and destruction on their home world, Slaanesh was born and many on the Craftworld either perished or went insane. These individuals started to kill and some mutated horrific features.
The high council of Runith decided to evacuate the unaffected citizens and land on a nearby planet. These evacuations proved somewhat successful apart from the odd mutant hiding in one of the escape pods.
The escape pods landed on planet Paxtus II, a desolate planet with much volcanic activity. The volcanic soil also gave life in small rainforest-like oasises. The Runith Eldar quickly flourished in these areas and it was many years until they had contact with any other elder, or any other intelligent life.
After approximately 600 years of isolated peace, the Eldar of Paxtus II were found by the Waaagh of Warlord Skull Smasha. These Eldar who were stranded on this planet had no reason to have war-related paths so they were not properly prepared for such a threat. Almost the entire population took up arms to fight the green menace.
They painted their armour the colour of the land, black and red, and set up many ambushes across the planet. Before the Orks even knew that another intelegent race was on the planet, half of them were wiped out. The rest of the Waaagh was wiped out in only a few days. Less than 200 of the Eldar here perished during the short war.
One of the most considerable warriors was Farseer Mosath. He and his personal squad of skilled warriors single-handily swept into Skull Smasha’s camp and cut off his head before proper resistance arrived. This lead to an easy destruction of the remaining followers of Skull Smasha. Yarrith now keeps Skull Smasha’s tooth at the end of his long sword.
After this confrontation with the greenskins the Eldar of Paxtus II saw the importance of having the security of military strength. This is when they first contacted another craftworld. Support from craftworld Iyanden came as they were passing through a neighbouring system. Iyanden helped Paxtus II in developing a small military force to defend them selves in case of another attack from other races.
Paxtus II trades openly with the Imperial worlds in the Realm of Ultramar and has come to their aid in times of great strife. The Ultramarines have declared a truce to the Eldar of Paxtus II even though Eldar cannot always be trusted.D.D.WHope you guys like it
Interesting idea for planet-dwelling Eldar.. Maybe use some wood elf bits and give them a kind of Exodite theme. I can see them being kind of culturally somewhere between the craftworlders and the exodites.
The one thing which makes little sense is the Imperial trading thing.. Trading with isolated worlds would be pretty cool, and a little different. Trading with Ultramar is just a bit wierd, and why would they ever come to the aid of humans - it's like you trying to rescue the rats in your burning house or something.

I see what you mean with the trading thing. These eldar have very limited resources and need to keep their trading partners safe otherwise their resources would run dry very quickly. And as their planet is within the realm of ultramar they must ensure their own safety by trading minerals (much volcanic activity on P2) to the imperial worlds.
(the reason I came up with the trading thing is because my other army is UM so I need an excuse to play with them both)
Here are some considerations:
Marneus Calgar has been tolerant towards Xeno species; (For a Space Marine) And given the Ultramarines code of idealized conduct, (Codex Astartes) it is possible for the ultramarines to have fought alongside your Craftworld.
Opening up trade relations with the Eldar seems unlikely however, because its unprecedented for an Chapter Master to openly court relations with a xeno species. Not to mention the scrutinty of the Inqusition that would result in said relations.
Your Craftworld can still trade with Ultramar but it would not be done through the normal channels. Rouge Trader's are notoriously wiley and secretive; and it is very possible for one to be coordianting goods and services between races.
