How much of what the echisliarcy and inquisition preach/beleive in is actually true and how much is pure lies in your opinion? Myself, I think the Emperors ideals and plans have been twisted so much, that if he came back right now, the administorum save the space marines would be in alot of trouble.
If a Million Guardsmen die, that's a statistic. If one marine dies, that's a tragedy.

While it contains typical rebel propaganda and blasphemy its interception should be considered a major triumph. The nortorious traitor known as 'Hashulaman' (once an esteemed member of our Order) has finally broken cover. Poor deluded fool you are Q. Your Emporer is a corpse that shackles a god and yet you worship it. Your Inquisition is so worried about the status quo it turns on its own members. If you wished to truly speak the truth ask why you hide knowledge of chaos and aliens from the people. Why do you not let them choose for themselves. Let me tell you why.You follow rules that were meant for another time. You enforce faltering ideals to cow an unwilling populace into line. Here is the problem. The eccliesiarchy preaches something to cover up the real issues we need to fight.
Alien Xenos are all evil and need to be wiped out- a lie..technically...but for the most part a siege mentality is neccessary for humanity to be of "one mind" as possible. Chaos sneaks in through individual thought and through the opening of ones mind both figuritively and literally.
Mankind will surely be victorious- a lie but a neccessary one. Doubt doesnt help a wartime economy-and certainly not morale.
The church may lie-but it does so to cover up neccessary things. Just remember-40k is a "world" where demonic possession is real..and disasterous AND aliens are more then likely out to get you.
Well, technically most of it is lies.
But lies for the best possible reasons. Okay, the maintaince of a vicious, theocratic, murderous, totalitarian regime with torture, summary executions and planet-wide genocides "just in case" would normally be stretching the definition of "best possible reasons" but, survival first, freedom, niceness and other frivolities later.
A doctrine that has been followed to some extent by almost every nation that has ever gone to war. And the Imperium is about as "at war" as it is possible to get.

I rather prefer the 1984 model of thinking, that is to say, the Imperium doesn't exactly fight war to preserve humanity, they fight war to preserve the Imperium. As long as there is a perceived threat, people will huddle together and listen attentively to what voices of hope they can. And if that perceived threat is actually real and quite horrible, then, well, people would so much rather follow the old and enduring ways of the Imperium than realise that maybe, just maybe surviving for the sake of surviving is going to get them killed in the long run and that they should change their backwards ways.
(Cannibalising the past for weapons isn't really the best long term strategy, even if they have enough for anothe few millenia~)
Do note that I am not suggesting that there is some secret organisation pulling all the strings to keep the Imperium alive, I'm suggesting that after so long, pretty much everyone just got so used to the Imperium being around, so indoctrinated after all this time, it is simply impossible for them to think otherwise, especially not when it's common procedure to execute those that think differently.
Of course, this is just my impression. What's really the case is GW left things oh so vague that you could really draw your own conclusions, which really is what it should be for a universe spanning empire, and especially for a game that's supposed to appeal to all sorts of people, since if you start laying down all sorts of restrictions that, no, you can't have pink Space Marines since the Emperor hated pink, you lose out on the pink lovers. (*hasn't painted pink Space Marines* *...yet*)
See my take is that the true horror of WH40K is that it presents a vision of the future where the Imperium is Humanity's best hope for survival, that Peace and Justice will lead to destruction.
To re-phrase Churchill "The Imperium is the worst form of government, except for all the others."
My take is, while it's not the worst hope, it's still a slow death for humanity. While everyone else is developing new technology and/or evolving, the Imperium stubbornly sticks with the same machinery they've always been using, maybe in new ways, but still the same old stuff jury rigged and duck taped as best as they cold. And as for evolution? Well, can't have the human body get any better, that would be mutation! And mutation is bad. (Shoving a loudspeaker down someone's throat is just as good as evolution, right? Never mind that it's a few hundred years old, and is prone to electrocuting the person's voicebox now and then, but still, it works. With the occasional wack with a hammer.)
Of course, all Games Workshop needs to do is say that we're all wrong, and whenever we ask them well what's the right answer, just give a "wouldn't you like to know", wink slyly, and continue not actually saying anything meaningful.

The Imperium doesnt have to last forever-the Emperor planned it to last on his death bed until mankind had awakened as a psychic species. The imperium was a crucible-weeding out the week and keeping humanity strong until we crossed over whatever threshold he thought we needed to cross.
Of course not all plans worked out-I dont think he was supposed to remain entombed for this long- so long that there is no turning back.
The reason I dont think it has to do with the Imperium existing for the sake of the Imperium is because there actually IS a threat. The percieved threat is real-even the "noble" eldar would wipe out billions of humans to preserve a few of their number.
Another thing, Technology in the imerium isnt completely static-its slowly evolving. New discoveries are added all over the Imperium-unfortunetly most would be regional. The AM restricts scientific thought because technology is its own monster...but it doesnt completely stop it. Heck-even sone "free" universities exist (closely watched for heretical thought) plus archotech and heretech exists all over the place even with controls by the AM.
I think I need to rephrase it. Perhaps the Imperium IS like 1984 where Oceania and Eurasia were always at war....except this time they actually ARE at war-and both sides would choke the life from the other if given half a chance. A seige mentality is required for that.
EDIT-Another note. Humanity is evolving in varied and wacky ways- however the Imperium has HAD to create a culture based also on devine "form" or face extinction based simply on human diaspora. We are short...tall..wide..narrow...low G and High G...radiation resistant and radiation absorbant. What we CANNOT allow due to Chaos is a warping of the "divine form"(arms, legs, perception and pain). What is evolution compared to chaos? How is the Imperium to know what is actual evolution and what isnt? Worse yet, some chaos mutations prove to be stable- like the abhumans. Evolution as a culture is another matter-and on some worlds im sure it occurs. On others they remember what technology and advancement CAN lead too and huddle away.
