My fluff regiment comes from a world that loves fighting like bulls(crazy heavy charge) and likes fighting like red coats and colonials..... so they use genetically modified bulls with riders cladded in carapace armour carrying the diablo spear which is a power spear, which when enters any solid matter will release a compressed burst of gas into the enemy thoroughly gibbing them.
Thing is, bulls don't charge, haha. They gore, by which I mean they flick their horns at something and try and impale it or open up it's guts. Despite what cartoons show, they don't charge and ram things. Even in bullfighting, they only charge to get close enough to the traget, and then try to gore it with their horns.
So your fluff idea is a good variation on Rough Riders, just don't compare their charges to bulls, try rams.

Even though i'm goign against everything my design teacher told me not to do.... i'm going to make the square fit in that circle reguardless!!
Ok genetically and psychcologically(behaviourwise) modified bulls that WILL charge and WILL ram!
Also if the rider is killed the bull will go into a frenzy and gore the enemy to bitz!

Well its a good conversion idea if you get around it id like to see the results.Remember if you build and use em though to get the permission of your opponent for all this charging/power stuff.And one more think dont try to build a fluff that makes your guys look like:I have 1000000000000000000000000 guys with the darkest more spikey armor that wield the largest guns in the universe and when the emperor saw them soiled his robes!
Put some interesting details but build up some fluff that it doesnt matter in the battle:
How come you ride genetically modified bulls.How the mechanicus of mars sees em or the inquis?
Did some event lead to the creation of such a regiment?Is your commander a psychopath who just loves everything bulls?
Yeah my commander is a bull fanatic...so am i!
I aint trying to build them into super rambos on pharlaps of steel.......thats why i was thinking of making them SOLEY for close combat so no ranged weapons! There won't be billions and trillions of these guys..... cause think of the battle cruisers you'd need to carry all these things!
Yeah i forgot about my small details! The mechanicus..... i don't know how they'll react to this! Should i make up a fluff reaction of slight disaproval yet with my proper documentations i can make them as a unit?

Use the same rules as the riders of the guard but with those(i suggest) differences:
Reduce their ballistic skill to zero.
Give them an option for power weapons(one or two per ten man squad + the leader)
Increase toughness by 1.(due to the bull)
Slow their movement by 2 inches(after all they aint horses)
Add one attack
And increase their cost by 15 points per model.
Just a suggestion really.Make sure you get your opponents approval!

Yeah i agree maybe 2 dudes plus searg should get it counted as power spears. also option for carapace but i don't know how much that should cost should be
Should i let these guys take melta bombs as an option for 5 points?
Maybe the spears should count as rending weapons on a roll of...... 3+? or maybe too strong....
Rending is 6 only perhaps con ceder giving them an ability just as the possessed do.
A d6 and each die to be a different ability before each battle.The fluff behind this could be the experiments done by the magi biologis.
