For me it could be no other than the Chaos Daemons. I think there is no real way to object that since the chaos daemons are in fact pure evil made in flesh , the mortal sins incarnated. They are actually born and fed by evil emotions so they have no deepness , they dont have layers and sides , they are monomeric to the evil emotion that bred them. So the most manic killer will never be as manic as a blood thirster for instance or the most treacherous wizard will never fathom the depths of treachery in the mind of a lord of change.

The problem with that is the choice.What i mean is that they dont have a choice.They are bread that way its over.Do it or die.

Dark eldar for me. They choose to murder, rape and torture for no other reason than "for the lulz!"

Daemons- physical manifestations of gods, who themselves are manifestation of the desires and feelings (conscious or otherwise) of all sentient beings in the milky way. Perceived as evil by the imperium, but daemons themselves have no moral compass. They just behave as is their nature.

Chaos space marines- ideologically opposed to the imperium. In their minds they aren't doing anything wrong. Can't really call them the most evil (partly because they're incompetent - seriously 13 black crusades!!! And they still can't win.) They remind me of skeletor.

Necrons- tomb kings in space. Not evil, just following the star gods, who themselves are just trying to survive.

Tyranids- no chance, as already stated elsewhere, no moral compass. Just a big ass plague of locusts trying to survive. Hive mind is not evil. It's just trying to ensure the survival of its species.

Orks- I actually see orks as the only 'good guys' in 40k. Waaaargh for waaaargh sake. They don't invade for territory, don't go on genocidal rampages and don't manipulate other races. They just "wants a gud scrap see".

Tau- insidious in the extreme. Empire builders that hide behind "the greater good", not xenophobic in that they will let anyone in there club. Bribery, mind control, coercion. Nothing is bellow these guys. you better do it their way, or else be ready to get a load of gundam ...i mean crisis suits in the face.

Imperium-take the worst parts of the roman and British empires, mix in some hitler, a dash of Stalin and liberal amounts of communist china and your not even close to how evil the imperium of man is. Zero tolerance for any individual rights or differences.."hey you. Ugly mutant eat plasma..." hypocritical "hey you, sexy mutant with wings...wanna lead my twilight..I mean blood angel legion". Human supremacists, won't even entertain that other cultures may have something to offer...the list goes on. If I was an imperial citizen id definitely rebel. Makes the chaos space marines look like the rebel alliance. Close to the most evil regime ever, only reason they don't beat dark eldar is because they "think" they're following the emprah's plan.

Eldar-manipulative little gimps who don't even have the grace to admit they're evil. Use other species to do their dirty work for them. Should commit suicide And allow ynnead to crush slannesh. But they won't, for reasons unknown.
