Very very important people.Billions of Imperial citizens make a pilgrimage to the pallace every day,nmost of them get to go inside,but only really special cases get to see the Emporer.In the 3rd edition book that big story at the begining is about and Imperial Guardsman who's being honoured for something really brave he did on the battlefield and got to see the Emporer as part of the cerimony.Other then that only very very high ranking people and the Adeptus Custodes get to lurk around the golden throne.

Also, some (all?) psykers get to see him. Either to be eaten or to do the Soul-Bonding thingy. I know the Grey Knights go through Soul-Bonding. I seem to remember that members of the Astronomicon do as well, but I may be wrong...

soul binding removes a psykers eyes, and you dont see many blind grey knights.

Nevertheless, the background does state that the Grey Knights go through with the soul binding. And I believe it just makes regualr psykers go blind, not remove their eyes. In regards to the GK, I assume they are just strong enough, due to their advanced physiology, that it does not cause them to go blind.

The only people aloud in are those chosen by the Adeptus Custodes. They are like uber-marines from what I know, but none, not even the High Lords of Terra, can enter and see the Emperor without their permission.

Cybugger is right. NOONE gets in without their permission
THe soulbinding doesnt remove their eyes, but if the psyker isnt extrodanarily strong, their brains sort of overload and they go blind. Its either that or their eyes burst, i cant remember.
The Astronomicam and the Choir are both NEAR the throne room, and are in the palace, but dont see the emperor.
THe Palace is MASSIVE. Probably about as big as Egypt, and i know its near there. THats why they might let pilgrims in. Their not going to get close to their God, so why stop them?
SMs and IG wouldnt go in, though.

Yup. The process of Soul Binding often burns out the eyes of lower level psykers. Powerful psykers may go through the process unscathed.
