In the world of 40k, it seems like violence is the only answer. Has anyone considered a benevolent force, perhaps a race of advanced beings, that work for peace? Perhaps they could use mind control (via leadership tests?) to pacify units, or better yet, convert them to their own side somehow! They could be also extremely defensive, able to survive brutal attacks but never "dishing it out" except to neutralize units. It might also be cool to give them the ability to use telekenesis to transport enemy units across the board. Also, they could have special rules saying that they get extra victory points for each surviving enemy unit or unit of thier own (as they work towards peace). Fluffwise, they could be incredible psycers capable of (eventually) pacifying almost any force. Thus, they must only hold out long enough (a battle) before they can overwhelm the opposition with their minds and achieve peace. Any thoughts? But I like the idea of "Super Psykers" using mind control.

In 40k, peace is only achievable through power. Whether you kill your enemies or 'enlighten'/enslave them with mind powers makes little difference. Fluffwise, the Tau are pretty much the race you propose, without the incredible psykers or the uber defence. They just kill people who resist their form of peace.

Considering what's being proposed as peaceful is really just mindraping everyone into submitting to your idea of peace. Is that peaceful either?
Not disrespecting the idea, I'm just feeling like arguing pointlessly.
in that case you could say that chaos is working for peace as they want to unite mankind under the might of chaos.
Well there are some armies in the world of 40K that just won't reason with you:
Necron (Wish for the destruction of all, not very nice of them really)
Tyranids (Their like really really mean Hungry Hungry Hippos)
Chaos (Follow the wishes of the Dark Gods, who want everything destroyed )
Dark Eldar (Girls Just wana have fun)
Orks (Ork Smash, Ork Thump, Ork squish silly 'uman :huh: )
So those races most certainly wouldn't negotiate anyway. And since thats most of the 40K world........ :blink:

And anyway, who in their right mind wants to end WH40K? Because that's all that peace will mean.
