I don't really know much about him, and can't be bothered going to my friend's house to sift through ten years of White Dwarves to find out.
Just anything you know would be good. I'm curious, as he seems to get mentioned around a lot without actually being important at all.

He's basicaly the leader of the Fallen angels, which are dark angels that turned to chaos.

In a nutshell......
During the Horus Heresy the some of the Dark Angels Chapter turned to Chaos.
These traitors become known as The Fallen. Cypher is the leader of The Fallen.
The Dark Angels have a secret adgenda to hunt down and destroy ever last one of the Fallen as it is, in their eyes, the only way to lift their secret shame and restore the Emperors trust in them.
This mission to find The Fallen of their Chapter is an ongoing quest that will never end until every last one is hunted down.
The reason there is so much secrecy around Cypher is that all records of the Dark Angels from the time of the Horus Heresey have been removed from the Imperial Histories.
Terminator Based Custom Chapter
Indeed, during the heresy a large number of Dark Angels turned to chaos. This is the Dark Angel's 'dirty secret'. After the heresy the traitors or 'fallen' were scattered throughout the galaxy. The Dark Angels seek to find all of these traitors and make them repent, and so redeem themselves before their Emperor.
Cypher is the leader of the Fallen, and is the most hated enemy of the DA. He carries a sword he never uses and rumour says it is the Lion Sword, the Sword of the Primarch Lion el Jonson himself, given to him by the Emperor. His movements take him closer all the time to Terra, and some say he has an agenda.
The Dark Angels say he is the bad guy, he has consorted with Chaos marines numerous times, and his capture would go a long way to bringing forgiveness to the Dark Angels. Others say he is actually a good guy, he consorts with Chaos only because he has to do so to survive. He intends to go to Terra, kneel before the Golden Throne and beg forgiveness from the Emperor. So basically both factions are both fighting because they disagree over how to redeem themselves.
If you read the codex eye of terror, or find internet sources on 'The Voice of the Emperor', this mysterious figure who stirred up unrest against the Imperium was rumoured to be Cypher himself. There is an account of Cypher and Abbadon meeting before the EOT and squaring off.
And who do I believe? I play Unforgiven (Dark Angel's successors), and so 'Hunt the fallen!", "Burn them!", "The traitors must be made to repent!" etc. From my army's point of view, Cypher is a prize scalp.
Cypher is basically the leader of the 'fallen angels' (Dark Angels turn chaos). At the time of the heresy, he was a strong captain on Caliban and when Luther took out Jonson, he apparently grabbed the broken Lion Sword and got sucked up in the warp only he stayed in the same time line. From what ive read so far is that he has godlike power, his speed is remarkable for a space marine, he can fire two bolt pistols at once with unnerving accuracy and his oratory skills can match those of any chapter master or chaplain. To say the least he's an extremely hot topic with the Dark Angels. When they are in a sector if they hear even the slightest rumour about Cypher, the whole base (whatever theyre flying fortress monastery thingy) goes into a state of alert. Haha they even dont call him Cypher, they refer to him as 001 if i remember correctly. To show how badly they want him, they will actually kill innocent people who have been in contact with him (interrogator chaplains are such pleasant people). It said that he's actually a good guy and is working his way towards Terra and the Emperor to give him the Lion sword and request forgiveness. Everytime he's sighted in the imperium, anarchy always ensues but soon after that sector's faith in the emperor skyrockets to unprecedented levels, some say thats his true aim. The reason why even more than the fact that he is a arch traitor, the DA want him badly because when he appears out of nowwhere other fallen angels show up in the same place, i think they just wanna use him as bait, seems practical. I'd like to think he's good, would be a pity and a lot of trouble for the imperium if someone that strong was against them. I have never read anything that has him fighting alongside chaos marines (not very good memory), fluff gurus can correct me if im wrong.

Also not a bad character point wise, i definitely think you should hunt down the original article. He's usable in both Imperial Guard and Chaos, and can bring a squad of his buddies with him,

Yes but where are those rules!?!?!?!?! I hunted for over a year and couldn't find them. And no they are not in the chaos codex like I was told hundreds of times? I also searched dozens of WD data bases and couldn't find the rules for him.
