Look at the Inquisitor rulebook here. At the beginning of Part 1 there's a section describing all the various factions in their true 40k context.

In the story I read; the local scholars/priesthood were actually hiding a full working STC system. In their case, waiting for a prophesied event perhaps or just the pig-headedness of not trusting outsiders.

If a system decided to keep technology for themselves, I regard it as insurance against the hostile galaxy.

i agree. i suppose i'm a Xanthite as well, i have done some very weird things, including a 2 month campaign revolving around a squad of 8 traitor white scars. i have the rules for them if anyone wants them.
