can anyone explain the relationship between pariah and the Necrontyr and C'tan?
The necrontyr are an anchient race of beings who awakened great and powerful entities called the C'tan from stars. The C'tan, are star gods. The closest thing to gods the physical realm has. Any other "god" is a manifestation of the warp such as the chaos gods and the eldar gods. The C'tan's only desire is to feed. They have found mortal pain giref and suffering to be the greatest delicacy. They offered their sujects (the necrontyr) immortal life in the boddies of robots. The pariahs are the lates creation of the C'tan. A New super soldier if you will to bring the galaxy to its knees. They are a mix of human and necron. Kinda like a cyborg. They are the anti-thesis to psychers and cause them no end of grief.
That sums it up in general. Of course, this is all detailed in the necron codex.

Efficiency VS Point Cost VS Ease Of Use - Your best bets:
1) Chaplain led Assault squad - 2 plasma pistols, powerfisted sergeant
2) 8 man Devastator squad - 4 missile launchers
3) Land Speeder Tornado - HB + AC

Pariahs are human mutants. They're anti-psykers with no presence in the warp at all, making them effectively soulless, and meaning that other humans find very uncomfortable to be around. There are quite a few of them in the Imperium, and they normally look completely normal.
Imperial Culexus assassins are highly trained Pariahs whose abilities have been enhanced by arcane wargear and masses of training. It's not just the C'tan who use them by any means.
However, as they're completely cut off from the warp, the C'tan find Pariahs more pleasant and useful than other humans. The ones we see in Necron armies are, at a guess, those who have undergone the same process which made the Necrontyr into the Necrons.
