I have thought of a possible reason for the expunged chapters (100% fluff)
what if the emperor sent two legions through the intergalactic gulf to see what lies beyond.
He sent them with the best technology from around the time of the first founding. he sent two primarchs that he believed were exactly like him. he trusted them with his entirety the were once part of a trio of which horus was a part of and the emperors choice for the chapters to leave and blatant favoritism angered horus. All three were natraul born leaders.
The emperor decided to form a strong psycic bond and it was lost when the two entered the intergalactic gulf. fearing the worst the emperor panicked and for fear of their safety after the heresy the emperor expunged all details of their existence and whereabouts so horus could nver destroy them.
They were the lost.

I really can't think of anything witty to say.
Some people believe these two legions were destroyed by Horus and the traitors in the drop site massacre. I've seen a lot of fluff about the two expunged chapters. Your story is ok. But why would he destroy the records after the heresy? By then Horus would have known about them (Horuse being the most trusted/favored son) and besides after the heresy Horus was dead so there would be no reason for the emperor to hide the records from a dead guy.

The three legions which were destroyed at Istvaan were the Raven Guard, the Iron Hands and the Salamanders. There are no other legions mentioned. So it looks like we have to go on and discuss this topic for the 212123156487- time with no satisfing outcome.Originally Posted by numberofthebeastxxx

Very juicy topic indeed. From everything i've read being expunged from imperial records is directly correlated to doing some unspeakable act. For eg. when the emperor warned Magnus the Red about using sorcery, he threatened him with being annihilated and being 'expunged' from imperial records for all time. Horus committed the greatest act of betrayal in the history of the imperium and yet he and none of the traitor legions were expunged from imperial records. Records about their home world, geneseed, battle honors etc are deeply, deeply buried for no one other then the High Lords of Terra to see. Being expunged from imperial records is the greatest punishment any commander could ever receive. It means in addition to getting wiped off the face of the galaxy, no one will ever know your contributions to the imperium. It is the exact equivalent of not existing in the first place and therefore all your hardwork is worth zero.
So more than likely, these two legions went directly against the orders of the emperor in some way and got wiped out.
They would have had to do something worse than just go against orders, but anyway, I think that GW just put that there so that people would be thinking about it and therefore would think about 40k more, and become more addicted to the game. I would lean more towards the Istavaan battle myself.

This one again eh? Oh well the most popular explination I've heard is that thier records where expunged because they're still out there. If there are no records of something, you can't track it down. The common theory around here is that the Emperor had the record of these last two legions erased as part of a grand Imperial conspiracy to keep these two legions safe so they can operate in complete and total secrecy. Sort of like the Grey Knights, only to a greater extent.
We'll never know for sure though, unless GW ever gets bored and decides to actualy create two legions to fill in those blanks. Untill then we'll all just keep looking for an answer that simply isn't there...well you will...I've stopped caring. >.>'
Edicius is correct. GW has been quoted in saying that the 2 missing chapters are there to fuel our imaginations and add more fun to the game. If they ever decide to make the chapters (yeah right) thet could. But don't look for it.
