I know there is a lot of background info concerning the Eldar after the fall and during the fall, but I was wondering about before all of the Slaaneshi cults happened. Does anybody have any ideas as to what the Eldar society was like back then? Whether someone has official information or is completely speculating is fine with me. But, mostly I want to know:
Did the aspect warriors and their shrines exist before the fall or was that a byproduct of the creation of the eldar path?
How was Eldar relations with humans and other races in the galaxy?
How did the Eldar fight and what, if any, existing fighting units still existed before the fall?
What would the day in the life of an average Eldar be like?
What kind of government did the Eldar live under? Monarchy? Democracy? And were their major divisions amongst different social levels?

I can't answer many of those questions though I can tell you this:
A really long time before the fall of the Eldar, there was a race known as the old ones who are the creators of the Eldar. Eldar were originally the gaurdians of the old ones, though in this they failed when the C'Tan gave the necrontyr immortality and a way to fight back against the old ones. When the Eldar failed to stop the necrons and they finished decimating most of life in the galaxy, they went into hibernation up until present 40k.
Eldar, know lacking their ability to continue their original role, became their own empire and over time began what would later be known as slaanesh worship. After this we should all know what happened...

there are a few questions i cant answer w/out looking into them, but ill answer what i can. i believe that the aspect warriors didnt come into existance until after the fall. what are now the eldar craftworlds, were once trading vessels. they would travel the galaxy and trade with outher eldar communtities. they had entire cities on them and would be away from home for centuries before returning. thus they were unaffected by the creation of slaanesh. the fall of the eldar happened before the imperium and humans as a whole had become a spacefaring race. the eldar were pretty much the dominant race of the galaxy, like the imperium is now(yes i realize that the imperium not dominant, but it is the best comparison i could find) as for their fighting style, i believe that they would rely on strictly military personel. the guardians then were NOT just militia. back then the eldar had a plentiful population, so they didnt need every adult to be a warrior. i dont know about their day to day life, or government style though, sorry. hope this helps!
No, the human empire was in existence before the fall. the fall of the eldar happened right before the advent of the Great Crusade. The humans and the eldar were reasonably civil with each other but they wouldn't help each other. The eldar were less strict because they didn't have the path. If you want right before the fall then look at current DE society to get a close resembalance.

Again i only know somethings, most of this is in short as it took up like 3-4 pages The Old ones created the eldar and almost every other race as well. (nids, tau and the necrontyr they didnt) The eldar had lond life spans and very powerfull abilitys and were made to be gaurdians not just for the Old ones but everything els as well. I think that they worshiped the Old ones or had gods (the elder gods) because in the necrons codex it say that the necrontyr and eldar wanted gods. There was a war betwen Chaos and the Old ones (the C`Tan were trying to stop Chaos they put the black stones on cadia) In the war the Old ones won but only a handfull remain and are hideing in the very middle of the galaxy, and the younger gods were made. The necrons were asleep, orks had such small numbers it was funny, humans were probly still useing sticks, Chaos wasnt realy about so the eldar had nothing to fretin there empire. This and there long lives made meany of them borde and lazy so they induleged them selfes. They didnt worship slaanesh, they fell to there own emotions to shuch an extent that slaanesh was born in the warp, thats why he is called the younger god. Any way i think the eldar government is probly a theocrocy / councel as there farseers are colected into a councel on there craftworlds. The aspect shirnes came after there fall as it makes shure that non of them become lazy agian. An eldar day is probly the same as a humans just more meaningfull. There relations with humans and the other races is not the best as they blame most of them for there falts.
What do you expect if were going to live forever do you want to know you were the falt most of your race died Emmmmm thats all i can think of and most of it is probly wrong ^_^

Honestly I don't think there is much fluff about them before the fall, and I assuming you mean past the stasis of the Ygnir. They do however claim that before the fall the eldar and the humans were on friendly terms, but after the fall eldar survival became top priority and they left most of their alliances in the dust. I think there might be some dark eldar fluff talking about what it was like before the fall.
Prior to the Fall, Eldar tech had advanced to such a state that there was no need to do anything menial, their whole lives were used in pursuit of fulfilment and/or pleasure. The pleasure cults (not Slaaneshi, as has been mentioned) emerged out of this as they got carried away.
Asurmen created the Shrine of Asur and the first Aspect shrines after the Fall, I'm not sure what craftworld he was from though. As he's a phoenix lord it doesn't matter overmuch anyway.
