Could there be a non-demonic, but alien race that lives in the warp. And I am not talking about Dark Eldar.
It's the warp, anything is possible. There could be a world where people wear hats on their feet, and cheeseburgers eat people.
Joking aside, there is a reference to a species called the Kai in the Chaos Codex. They were the ones that created the Kai gun deamon weapon. They are now extinct however, that dosn't mean that there isn't another race living in the warp somewhere.

As has been said, it is technically possible. You have the eldar exodites that live in the warp and they are non daemonic. As for a race that had lived in the warp all of the time, and has arisen from evolution within the warp, it's pretty much impossible that that could've happened without some form of intervention from the Chaos Gods, but they don't necessarily have to be daemonic - i believe the book "daemon world" involves a daemon world (duh) which would have been in the eye of terror, and i believe there were denizens of the planet that were normal humans.

Yes, this is possible and I can a specific example - the Enslavers/Krell.
While not a daemon in nature, they live within the warp normally for part of their live cycle before using a psyker to return to normal space.
However if you write an alien space that develops/lives in the warp you've got a number of basic problems you've got to overcome - e.g.
1. There's no solid matter in the warp, it mainly consists of people's thoughts/emotions. How is a developing race going to develop technology in such an insubstantial medium? For example, how would an advanced race develop from say a Dolphin? There's nothing solid enough to even have a Stone Age.
2. How would they break through to normal space (if they do so)? Apparently it's a difficult task and takes ridiculous amounts of energy, for example a starship drive with a Gellar field or a Daemon using multiple sacrifices/rituals or being bound to something. Any transition would be a complicated and difficult affair.
3. How would they co-exist with daemons? I'm sure the creatures of the immaterium don't take lightly to wanderers in their realm.
Just a few of many questions I'm sure thinking seriously about the problem would throw up.
There is a difference between the eye of Terror where the real world and the warp overlap, here alien races could exisit, but in the warp proper technically any warp entity living there is a deamon but they may not belong to one of the four chaos powers deamon just being a term for a being that lives in the warp.

It has been stated that enslavers are a non daemonic warp dwelling species. However, they're certainly as wierd as any daemon.
As pointed out there's no matter in the actual warp, so it seems fairly difficult for a conventional species to survive in any form.
The webway is another matter. I see no reason why a bunch of nasty critters can't have infested part of the webway.
Hmmm, this is tricky indeed. I can't see any physical "race" living in the warp. But that said, there were human worlds that got swallowed into the eye of terror. There's even an excomunicated froegworld thats still produces ships for chaos fleets. So it is possible. However, I would imagine that most of the CSM legions and their respective daemon primarchs would not take kindly to any alien races on their turf. However, the Maelstrom or the Storm of the empreror's wrath are a different bucket of monkeys. To my knowlege, only the Thousand sons fled into the Maelstrom. They probably wouldn't be too bothered about aliens as they are mindless automata. Arhiman is too busy trying to steal Eldar secrets to notice. The Storm of the Emperors wrath is just a big warp storm I believe, as opposed to an actual tear in the fabric of the material realm. Remember, the Tau evolved smack bang in the middle of a massive warp storm, and they did OK.
So yeh I guess its possible, but you may want to consult the fluff masters if you want to do anything majorly fluff bending. Just for their sanity. But I aways say, the rulebook itself says that the Imperium is assaulted on all quarters by COUNTLESS alien races. So anyone who writes off new ideas as rubbish can stick that in their pipe and smoke it.

But otherwise i dont think there could be planets in the warp but if the race hade somethinge equavalent to an eldar craftworld it would be possible.
