I was talking to a friend of mine recently about one of the space wolf books i read where the main character is being screened to see if he has impurity in his heart (when he was still being initiated). In the book they used psychers. Now as we all know Black Templars wouldn't touch psychers with a ten foot pole, (unless it was a ten foot chainsword ) so how would they test for the purity of an initiate? I don't think the Chaplin would do it since he maintains the faith of the chapter and I was also told it was the job of the librarian to see into peoples minds for answers/ test for purity.

Well, Black Templar have to have some psykers, otherwise they couldn't travel through the warp. I imagine they do have some lesser-powered Psykers for things such as warp travel, astropath communication and psyker screening.

For physical screening of new recruits, the Space Marine Chapters look to their Apothecaries. These guys scan the new members of the chapter for all kinda of physical mutations, so I would imagine any heart problems will be picked up during this screening.
I'm not too sure who the BT would use to assess whether a recruit has any warp-taint, but as they need to navigate throught the warp I assume they are forced to use astropaths (despite the fact they hate them so much), so maybe they have some part to play in the process.

It would also come under the responsibility of their Initiate mentor. A neophyte's mentor is given final authority to stake his OWN reputation on his charge's worthiness to be a full fledged member of the Templar.
just like cypher said BT do use psychers but they do it with extreme doubt and on the slightest sign of a possible taint the psycher is shot.
But I don't think that they let a psycher do such a major task with such a responsebility. Instead the initiates should be responible for the screening.

As per RP252, screening for psychic talent would not be left to other marines who have no ability to find this, apothacaries would look for geneti indication, otherwise devices such as psyoculums would be used.
As for the use of psychers, clearly BT need astropaths to navigate, however these come from the astropath houses and are not in any way BTs

Also lets not forget the Emperor's Holy Inquisition, if the need to stamp out corruption is great enough they will surely be on hand to provide resources such as the above mentioned psyoculums.

i imagine they have pentent psykers, probably chained to the ship or chapter fortress. lots of chains and probably special gaurds or something to make sure he doesnt try anything funny, and summary execute him comissar style if need be.
but now that you mention the neophyte's mentor monitoring him for lapses in faith and stuff makes a lot more sense.
