A Fourth Founding chapter of the Imperial Fists, the Tempest Knights continued the tradition of extreme faith in the Emperor and duly fight in His name. Unlike the Imperial Fists, however, they established a Fortress-Monastery in the Toronade system in the Ultima Segmentum. Their home planet, Toronade VI, was the most hospitable, yet uninhabited, of the seven planets. The planet's surface is nearly, completely covered by sea, with several small clusters of islands scattered across it. As such, the Tempest Knights rely more on foot soldiers than armoured vehicles, simply due to the lack of space to properly train the Marines. They do, however make extensive use of Land Speeders, patroling the skies instead of the earth. Right after the Chapters creation, it experienced difficulty in maintaining its numbers. The nearest inhabited system, from which the Tempest Knights recruit, lies several hundred light years away. Additionally, they have recently suffered grevious losses at Medusa V. Being one of the first Chapters to make planetfall, they took the brunt of the enemy opposition. Their most noted achievement was at Armageddon. While still only a small part, they aided the Steel Legion in defending a key factory against the invading Orks and Eldar pirates.
Their battlecry is:
"Our march is our thunder. Our bolter fire, our lightning. Like the storm, we surge from the darkness to eliminate the enemies of the Emperor.

I believe that all of the second founding chapters are accounted for so you may want to move them to the 3rd or later foundings (remembering of course that the 13th founding is mysterious and unknown and that the 21st was 'cursed') Other than that it seems quite good to me. I like the Imperial Fists, so I think they were a good source for you geneseed (though I never did get over the fact that they're yellow...). Have you written anything more like more complex combat doctrine, organisation, etc? Interesting characters in their history?

---Go for a Cool Idea to you. What makes you want to collect/convert/paint/play with this army?
Determine what the main theme is, as a basis for everything else.
--- After deciding your basic theme, then go with the basics: Names/Colours/Geneseed/Primarch. Just set out some basic outlines of where they came from, who leads them and who founded them (If known)
--- Finally, you then fill in the blanks: WHO is your Chapter Master? (As opposed to just a name), what kind of world do the Chapter come from? Why do they favour the Tactics they do? It keeps going from here.
