Scout vet sgt, They just dont work fluff wise. why would a scout get more wargear than a marine. Does somebody now how they fit in

Fluff-wise the majority of Marine Scouts are the "new" recruits (except for the SWolves). They've just had their implants completed and have been undergoing the psycho-indoctrination and learning to enable them to make use of everything they have been given, and the tactical knowledge that is necessary to become an integral part of the Chapter.
As such they can't be allowed to run their own learning and training program. This is the work of a Full Marine (typically a sergeant), to act as an instructor, an experienced voice so to speak. During this time they still have access to all the equipment they would normally have access to as a sergeant. From what I understand, it depends on the Chapter in question, it is somewhat common for the Sergeant to then continue working with the squad he "trained" once they become full Marines, because he knows the strengths of each Marine he has helped train.

Yeah that's what I heard. Full Marines who are sent to the 10th company to help train new recruits are regarded as some of the most highly experienced members of the chapter; they will have refused promotion to a higher rank (such as captain etc) so that gives you some idea of their experience...
