Would a new Marine Chapter start with a full 10 Companies or would it start with say 5 Companies and work its way up in size over time?

Five hundred sounds like a good number. It does take centuries to train and raise a new chapter, including new command staff and equipment and such, although most of it is donated from the parent chapter. But the absolute minimum number for a chapter for it to function is about five hundred, excepting special cases such as the Flesh Tearers. I'd imagine many High Lords view it as more sensible to start with more than less.

I know they start off with the full number of geneseed (through use of clones to breed the seeds up to requisite numbers), which takes about 55 years with all the growth acceleration hormones and the like the AdMech can muster. So I'd guess they start off with a full complement of marines, although quite how long it would take for them to be trained and battle-ready as an independent chapter I 'm not really sure.
As I understand it, the chapter has to essentially pass through a crucible in terms of 'combat trials' before its officially established.
I'd almost argue the chapter essentially only starts out with the squads necessary to comprise its first company, from whom the chaplains/captains etc are chosen based on performance, and then sent on 'recruitment' drives for their given companies.
Thats assuming its an AdMech established one 3-through-"present" foundings. First founding obviously had a different establishment mechanic, as did second (second founding chapters undoubtably started with all the marines necessary at their inceptions).
As a enguagement ready force I beleve the chapter begins with around 500 marines. There are certain chapters* which dispatch companys of signor Marines to serve as the first officers of the new chapter who rigorusly screen the new chapter for leadership talent and other usefull abilitys. When the trainers have found the apropriate individuals, or the chapter has reached 1000 members they depart and the new chapter begins to fend for itself.
* Mentors, Meta Marines, and All First Founding chapters (For their sucsessor chapters only).
