The Arbites of Carina IV is an urban warfare force specializing in lightning fast raids The Arbitors are separated into several smaller forces called Strike Teams. The Veterans are armed mostly with the force’s sacred lasguns from the Age of the Walking Emperor. The Veterans are trained in the use of Valkyries and silent entries into buildings. The uniform of the Arbites is normally a camouflage of black and grey. The standard consists of a lightning bolt and a Templar cross signifying the speed of their attacks and their close association with the Black Templars with whom they have fought with many times.
A Carina IV strike force normally consists of a command platoon with accompanying support teams, three platoons of normal Arbites, one or two mobile squads, hellhounds and several tanks. The force also has several Valkyries and Vultures at its disposal along with Cyclops Demolition Vehicles. The force’s hellhounds can be fitted to shoot stun and shock gas as well has the usual promethium.
The Adeptus has a close bond with the Templars for the Donian Crusade through the fighting for the planet neighbouring Carina IV. The Templars set up a Chapter Keep on Carina IV to honour and accept the service of the people of the planet and also to guard an Artifact of their Primarch, Rogal Dorn. The Artifact is hidden from all but the most worthy of the Templars. It has been rumoured that the ruling High Marshal of the Black Templars visits the planet every century to lay his eyes on the mysterious artifact.

AWSOME IDEA!!! the Arbites never get enough love. I have really been into them sence reading the Shira Caluprnia books. They are excellent sources of fluff for the arbites.
Nice fluff and it fits with the arbites. But I would drop the reference to the marines. Most other imperial orginizations don't like working with the arbites who they see as inflexable and have a bolter stuck up their .... .
I would also drop the Hellhound reference ( altho I do like the fact that you changed it around to shoot stun and shock gas =o] ) as most arbites use rhino's for all there needs. Plus one good shot on a hellhound and it would blow up in the city street and create a really awful mess.
I really like the idea of a Arbites S.W.A.T team. Thats something that really hasn't been done before as thats really what arbites are, heavy SWAT teams. Maybe flesh it out a little more by saying what actions they have taken part in, famious heritics they have brought before the Emperors Law that kind of stuff.
And when in doubt just remember.... " We deturmine the Guilty, We deturnime the punishment" =o]

However, what you've described doesn't sound much like Arbites. Arbites are a centalized organization with a very strict hierarchy and modus opperandi of their own. They have a standard uniform (carapace armour and specially constructed combat shotgun, no lasguns) and are scholae progenium troops, about level with stormtroopers or commisars in terms of eliteness and training.
Any problems can, however, be solved by replacing the word Arbites with Enforcers. Arbites don't actually do a lot of field policework, they're there to deal with serious crimes against the Imperium itself and to remind planetary governors and nobles of their place. Enforcers are police units maintained by the planetary government, who do the day to day work of policing things on the ground.
