Have been playing a champaign and like planetary empires for different squares you get more points for a battle / for your army.
does a difference of between 50 - 150 points between sides effect the game or is it still down to the army section and dice?
It also depends on what size of game you play - for instance i've been challenged to a planetary empires game in a couple of weeks by someone with a significant tile lead. They have chosen a very high point game so that i'll get a minimum advantage from the points while they retain the full benefit of their tiles (and likewise in reverse a low points game would have disadvantaged them).
An important thing to note about the bonus points from the empires system is that you can spend them out of codex.
100 points won't change the game much, but if you are concerned about it then set limits on game size (for instance not smaller that 1500 and not larger than 2500 ).
Or change to a 5%, 10%, 15% bonus instead.
There is a lot to be said for unbalanced scenarios with one side having up to a 25% bonus but much more than this and the game can just become a formality. Playing for a draw in a disadvantagous scvenario can have more tactical opportunities.
Another option is to force some of the extra points to arrive as reserves.

I've played a game last week where I had 1550 compared to my opponent having 1900 - I managed to win, but it was very very close. Any more than that and I just would not have been able to draw, let alone win.
Dear god that was a slow first turn.
Might be an idea to block/limit cross-codex stuff in any future planetary empires game - some of the cheaper force multipliers (farseers, big meks, sang priests, etc) really bend things out of shape.
The command outpost benefits felt very random, powerplant bonuses to reserves are of less use to some players than others, and I don't think a shield generator was ever actually used... Could do with a little tweaking.
We did use the shield generators several times - they didn't do much, but they did stop Sean dropping below 3 tiles.
I think the Command Bastions should be automatic rather than a 4+
Power Plants, they do OK but tbh I think they need a little more. What that is I haven't the foggiest.
I think the cross-codex stuff just needs to be dropped - in almost every game it was used in, it totally swayed the match. Bonus points are bonus points, they need nothing else to be useful.
Though that priest was a white elephant in retrospect (nobody close enough to strike actually got killed at I5, and he was totally useless in the other game). Back to more sensible points levels and pure mechanised sisters for me.
