As a Wh40k player with over 5000 points of Necrons I can say I am glad I used my Witch Hunters army for Medusa V (Yay Imperial Army!!!).
That seems to be the reason for it, aside from Dark Eldar, Necron's have the fewest games played, so its not from lack of skill but from lack of players for this army which seems to have been thrown in for little more than convenience's sake, while the more involved armies draw a larger following from people who want to be more involved in the outcome of the campaign.
Although Necrons, Dark Eldar, Tau and the like still effect the outcome, its more of the fact that they're getting in the way of the armies that directly decide the outcome, thus taking more of a backseat.
I was just looking at the amount of games that have been played and it is pretty unbelievable. Overall, Necrons have played 7820 games. Do you know how many games Space Marines have played? 34,440. So basically here is how I see it. Even if we win ALL of our games against SM that still leaves 26,620 that they can still win.
That would seem to be a pretty big problem, you guys.

We should select one player and imprison him in the gaming arena until he wins at least 26,620 games. He can be called, the Machine. He is allowed 30 minutes a day to shower and toilet.
He must eat nothing more than mangos, potatoes and steak. He must also wear a yellow boiler suit.

It does seem bad, but unless you move and rack up the wins... I mean, about half of the continents, we are ranked as #1 -#3 (It fluctuates). In the other half, we are ranked, at best, 6th and under. So we have about half of the world in our cold metal hand, but the other half gave up or is just loosing badly (maybe due to illicit accounts, or just because we have practically no presence there)
I bet GW is using this to determin where most of its players are.
