I set my Warriors up on the front line. They move most of the time to get into firing position, so I like them as close a possible to start out with. I keep the squads within 6" whenever possible.
I line the Immortals up behind the Warriors to give them cover fire as the Warriors move forward. They also stay within 6" whenever possible.
These guys stick behind the main force of Warriors/Immortals and will either charge units that are preparing to charge me or let the unit get charged and the Lord Veil them away, then charge the enemy unit left in the open.
He stays near the Warrior/Immortal core and provides Res Orb support. If any of the units get charged, I'll Veil them out and let the remaining guns/Flayed Ones clean up. I also use the Veil for last turn Objective moves.
I let these guys cover one of my flanks (preferrably the one with enemy armor pointed at it). They use cover and are not afraid of Dangerous Terrain tests. I'll also sacrifice their shooting for last turn Objective moves with TB
These guys will cover the opposite flank than the Destroyers. If needs be, I'll TB them out in the open for target priority checks or speed bumps for incoming charging units. I'll also chase down heavy support squads with them.
I try to keep the main core of my army (Warriors/Immortals) in a group. I spread them out when facing template guns, but maintain 6" coherency for WBB purposes. Also, when given the choice I'll go last. This gives me one extra round of WBB (to get back scoring units, prevent Phase Out, etc.)
I vote Necrons.
With massed gauss fire will down those terminators. Given, death guard termies are tough as nails, they won't be able to live forever.
DG only has three actual units (pfft to nurglings) and they will be swamped quickly. Dare I say what would happen if a unit is lost to DSing?

The Death Guard have few numbers, but are one of the toughest things in the game to kill. the Necrons don't have particularly good firepower, either. at least, not good enough.
But then again, they only need to capture table quarters.
Simply because the death guard only have 3 real units, the nurglings can tie up the warriors, but I doubt they would make combat.
Sure the DG terminators are tough, but they can only take so much firepower and with the flying circus and destroyers it will be cat and mouse (which the DG will lose).
Also, since its cleanse the mobility of destroyers and VoD lord mean they can go for a last turn quarter capture and net themselves some serious points.
As soon as I saw the title (death guard) against necrons I was going to vote DG but then I saw it was mostly terminators. They don't stand a cance against all those armour saves. 21 terminators will not kill 59 necrons. the scarabs alone can kill a crap load of the termies and keep them busy until the rest of the necron force gets into position.
EDIT: Oh yeah,
The scarabs will completely bounce off the terminators, they are simply not that good (they will be lucky if they bring down a single terminator).
Still, doesn't change my vote.
Necrons got this in the bag. By keeping the warriors close and the res orb near the necrons are tougher to kill than the tough as nails death guard. Also they have superoirity in mumber of units and mobility.
So necrons have survivability, mobility, and numbers.

-although the necrons will be able to just dance around the termies, and take the quarters, necrons have ungodly amounts of difficulty killing terminators.
-Their shooting would take basically the whole game to kill one squad, and the power fists own any ne cron unit (especially scarabs)
-I'm still undecided on this one.
Procrastination- hard work often pays off over time, but laziness always pays off now.
Indifference- it takes 43 muscles to frown, and 17 to smile, but none to just sit there with a dumb look on your face.

so to kill one termie it takes
27 gauss rifle shots
18 gauss blaster shots
13.5 gauss cannon shots
at 24" necrons have:
20 gauss rifle shots
28 gauss blaster shots
15 gauss cannon shots
so thats about 3 dead termies per turn
necrons need to kill 12 for there to be no scoring chaos units and half VP's on all those termies
of course nurgle return fire will diminish the necron shooting but chaos will only have 1, maybe 2 scoring units at the end of the game. Hard to claim quarters with so few units.
and the chaos title was very punny.
