Hmm.. this mission makes the battle kind of one sided, and I almost feel sorry for the necron player as I vote Dark Eldar..

With the sustained assault special rule in place, the DE player can simply keep recycling his wyche units out of the portal, and thus bring the weight of 9 WBB defying S8 lances and a devastating wych charge to bear as many times as it is needed, and that the 4 DL backup shooting of the warriors might kill a few robot marines too. The necrons on the other hand is distributed in small squads, that makes it easier to take entire squads out at once. Overall, I sense a victory by Phase Out in this game.

With only the Destroyers having more range then 24" means that the dark elder have a free shot at charging into the Necron lines after that the Wyches will tie up the warriors and also be safe from any returning fire. They will just jump from squad to squad and while it won't be that easy for them the dark elder have the advantage here.

I might have missed something, but I thought you could only bring infantry back through sustained attack, not vehicles?

I believe this to be correct.

Yea, but with the WWP, and fleet of foot, the wyches can truly be Sustaining their attack.

Especially because their are two portals, so one could be laid down early game. The other could wait till say turn 4, and allow the wyches to spill free way closer to the enemy.

Dark eldar, overwhelming numbers, and close combat ability.

Yeah I originally thought necrons since they can survive the DE onslaught and win the mission.

Sustained Attack Wyches makes a huge difference though...

Dark Lances can flush out the faster necron units and all those fleeting wyches can corner them eventually.

So due to a combination of webway portal, fleet of foot and sustained attack I vote

    Dark Eldar

The Wyches that are recycled may not come in through the WWP. They must come in on a table board edge.

Sorry for the bold, but I thought that was important to point out.

However, I don't believe this to be an issue. The Wyches are fast enough that even a turn or two outside of combat and moving up the board won't cause the Dark Eldar player many problems.

I think the Dark Eldar are quick enough to catch the Necrons in close combat, over whelm them, and cause enough damage to cause a Phase Out.

    Vote to Dark Eldar.

Is there a specific ruling on this because the clarifications I've seen on how a WWP works say to think of it as an additional stretch of table edge. Just curious....
The meat things seek to destroy ourselves. They hunt us as we hunt them but they are weak and uncertain. Bring them understanding of the power of ourselves through our strength and their fear. The inferior flesh will be entirely destroyed, all fragments will be smashed. Ourselves will fight to the last, all weak flesh must be consumed

Sustained Assault rules are pretty specific about what table edges the recycled units may be brought in on.
