the Imperial Guard codex says that you can fire a special or heavy weapon out of the top hatch, my question is:
Does the tank need to stay still for me to do this, or can the trooper fire his heavy weapon while the tank is on the move? (aka could I just plant a Heavy weapon up there and use it like a second turret?)
Well, if I recall correctly, it states that they may fire but count as moving. Thus, unless your troops are somehow allowed to fire heavy weapons while moving, they may not fire heavy weapons if the transport moved.

Hasten has it right. This can be found in the vehicle rules in the bgb.
In short, you can shoot out the hatch, all pintle mounted weapons, all other goodies, and even fire heavy weapons, just so long as you stay still.
Conversely, if the vehicle is shaken, the troops wanting to fire MUST GET OUT, and then may fire (but again, count as having moved).

You cannot fire a heavy weapon with the squad inside if you have moved, but feel free to fire off the special weapon instead! Nothing wrong with shooting your grenade launcher/meltagun/plasma gun, but you will count as moving.
