Back in second ed I liked the save modifier rule, where your armour save was reduced.
Why was this changed in 3rd ed? It could have remained, as far as I can tell, without really reducing its effect in game.
As it is now a marine saves on 3+ against a heavy bolter, bolter, lasgun, etc all with equal effectiveness (obviously to wound rolls are easier with the bolt weapons).
But back then the punch of a bolter round meant you could only save on 4's, heavy bolters had at least a -2 modifier IIRC, which made a lot of sense...a bolter round should have more chance of penetrating your armour than a lasgun, likewise a heavy bolter over a bolter.
I know a lot changed between 2nd and 3rd, and I'm not harking back to the 'good old days', I just wonder what the reasoning behind this particular change was?
I can't say I've seen it all but I live for the things that keep me hollow.
It was deemed too hard to remember what all the mods were and too hard to work out what hte required save was after all the mods and things.
Just like the way they changed the to-hit mods to cover saves.
and they wanted to make SM more hardcore...
I liked them too. Was a bit of a pity they went, but it does make the game faster, a lot faster. And i like rolling lots of dice all at once (although i never get to with my flimsy DE saves).

I think a couple of the main factors were:
1. quicker, easier, simpler game, no toting up mods and saves, simply compaire save to AP
2. powergame stacking prevention

In all honesty, from the way that GW is writting rules and codex these days, you'll have your armour mods back in by 5th edition. They are already headed back towards (not there, but much closer) second edition characters.
16,000+ of Eldar (only need flyers)
7,000+ of Nids (want heirophant)
6,000+ of Space Marines (need rever titan)
4,400+ of Cygnar (all models for the faction)
1,500+ of Legion (just started)
